    - at least one voltage blocking means of said banner (2) in the deployed position, characterized in that said axis (71) is mounted pivoting relative to said storage box (4) between said position parallel to the longitudinal axis of the post (3) on which the storage box (4) is located, which corresponds to an unwinding position of the banner (2), and a position in which it is perpendicular to said longitudinal axis of said post (3), which corresponds to a winding position of the banner (2).
  2.
