Support device according to Claim 1, characterized in that it comprises an actuation part (18) connected to each arm (25) by means of a tensioner member (31) and mounted so as to be able to move on the base (2) between a position for retaining the support device (1) on the runner (12), in which the tensioner member (31) pushes the arm (25) towards its advanced position, and a position for releasing the support device (1), in which the arm (25) may occupy its parted position, the locking means being capable, in its locked position, of immobilizing the actuation part (18) in the retention position and allowing, in its unlocked position, the actuation part (18) to move towards the released position.
  3. Support device according to Claim 2, characterized in that the actuation part (18) is mounted so as to slide relative to the base (2) along a substantially vertical axis, between a low position in which the said actuation part (18) is substantially in contact with the upper face of the bearing portion (3), and a high position in which the said actuation part (18) is parted from the bearing portion (3).
  4. Support device according to one of Claims 2 or 3, characterized in that the actuation part (18) is formed by a plate substantially parallel to the bearing portion (3) of the base (2).
  5. Support device according to one of Claims 2 to 4, characterized in that the locking means (32) comprises a cam mounted pivotingly on the base (2) and capable of causing a translational movement of the actuation part (18) between its retention position and its released position.
  6. Support device according to one of Claims 2 to 5, characterized in that the locking means (32) comprises two substantially parallel wings (33) of which the upper portions are connected by a bar (34) forming a gripping means, and of which the lower portions are curved to form a cam, the said locking means being mounted so as to pivot relative to the base (2) about a substantially horizontal and longitudinal axis (35) so as to cause a substantially vertical translational movement of the actuation part (18) under the action of the pivoting of the cam.
  7. Support device according to Claim 1, characterized in that the part (43) to which the second end of the tensioner member (31) is connected is secured to the locking means (32).
  8. Support device according to Claim 7, characterized in that the locking means (32) comprises two substantially parallel wings (33) of which the upper portions are connected by a bar (34) forming a gripping means, the lower portion of at least one of the wings (33) comprising a gusset plate (43) to which the second end of the tensioner member (31) is connected, the said locking means (32) being mounted so as to pivot relative to the base (2) about a substantially horizontal and longitudinal axis (35), this axis (35) being placed so as to be situated beneath the second end of the tensioner member (31) when the locking means (32) is in the locked position.
  9. Support device according to one of Claims 1 to 8, characterized in that the swivel axis (27) of the arm (25) is formed by a rod (26) attached to the lower end of a lateral branch (6, 7) of the base (2).
  10. Support device according to one of Claims 1 to 9, characterized in that the arm (25) comprises at least one coupling gusset plate (29) protruding towards the inside of the base (2) while being inclined upwards, relative to the horizontal, at an angle (β) of between 20 and 40°.
  11. Support device according to one of Claims 1 to 10, characterized in that the tensioner member consists of a spring (31), a gas cylinder or a metal rod having an appropriate elasticity.
  12. Support device according to one of Claims 1 to 11, characterized in that the base (2) has an elongated slot (11) in which the arm (25) is guided in its movement between its advanced position and its parted position.
  13. Support device according to one of Claims 1 to 12, characterized in that it comprises at least two movable lateral arms (25) mounted on two opposite sides of the base (2).
  14. Support device according to one of Claims 1 to 13, characterized in that it comprises at least two movable lateral arms (25) mounted on one and the same side of the base (2).
  15. Support device according to one of Claims 1 to 14, characterized in that the base (2) comprises two lateral branches (6, 7) on each side of the bearing portion (3), the branches situated on one and the same side of the bearing portion (3) being parted longitudinally from one another, the movable arm (25) being placed between the said two branches situated on one and the same side.
  16. Support device according to one of Claims 1 to 15, characterized in that the base (2) comprises a post (10) protruding substantially vertically from the bearing portion (3) and designed to accommodate the pole of a road traffic sign.
