Claims (13)

  1. Verfahren zur Verwaltung eines Parkings, das mindestens aus einer Parkzone zusammengesetzt ist, wobei jede Parkzone sich aus einer Vielzahl von Parkplätzen zusammensetzt, wobei jeder Parkplatz individuell und unabhängig durch ein Belegungskontrollsystem (2,20) verwaltet wird, das insbesondere eine Belegungskontrollvorrichtung des genannten Platzes (20) aufweist, und durch ein Zahlungssystem (5,50) für eine Parkgebühr, wobei die genannte Parkgebühr dem durch den Verbraucher gewählten Parkplatz zugeteilt wird, wobei das genannte Parking im weiteren mit einem Signalisationssystem (3, 30, 31, 32, 33, 34, 4, 40) versehen ist, welches eine Führung des Automobilisten zu einer Parkzone erlaubt, welche mindestens einen verfügbaren Platz aufweist, wobei das Belegungskontrollsystem (2,20), das Zahlungssystem (5,50) wie das Signalisationssystem (3,4) mit einem Informatiksystem (10) verbunden ist, dadurch gekennzeichnet, dass der Zugang zu jeder Parkzone mit einem Durchgangsdetektor (21) versehen ist, wobei wenn ein Fahrzeug in die Parkzone eindringt, in der nicht mehr als eine bestimmte beschränkte Zahl von Plätzen verfügbar ist, der Zugangsdetektor (21) der genannten Zone dies dem Informatiksystem (10) übermittelt, welches dann mit dem Signalisationssystem (3) reagiert, um den Zugang zur genannten Parkzone zu blockieren, wonach nach einer bestimmten Zeitperiode die Anzahl der besetzten Plätze in der genannten Zone wiederum errechnet wird indem jede einzelne Kontrollvorrichtung (20) abgefragt wird, wobei das Informatiksystem (10) den Zugang zur genannten Zone erst dann freigibt, wenn festgestellt ist, dass noch mindestens ein verfügbarer Platz in der genannten Zone existiert.
  2. Verfahren zur Verwaltung eines Parkings gemäss Anspruch 1, dadurch gekennzeichnet, dass die effektive Parkdauer durch eine Vorrichtung (20) zur individuellen Kontrolle von Parkplätzen kontrolliert wird.
  3. System zur Verwaltung eines Parkings zur Anwendung des Verfahrens gemäss Anspruch 1, wobei das genannte Parking mindestens eine Parkzone aufweist, wobei jede Parkzone eine Vielzahl von Parkplätzen aufweist, wobei das genannte System insbesondere ein individuelles und unabhängiges Belegungskontrollsystem für jeden Parkplatz (2,20), ein Zahlsystem (5,50) für eine Parkgebühr, ein Anzeigesystem (3,30,31,32,33,34,4,40) aufweist, wobei die genannten Belegungskontrollsysteme (2,20), das Zahlungssystem (5,50) und das Signalisationssystem (3,4) mit einem Informatiksystem (10) verbunden sind, dadurch gekennzeichnet, dass es im weiteren einen Durchgangsdetektor (21) aufweist, welcher jeder Parkzone zugeordnet ist, wobei der genannte Detektor mit dem genannten Informatiksystem verbunden ist.
  4. Verwaltungssystem für ein Parking gemäss Anspruch 3, dadurch gekennzeichnet, dass das genannte Parkgebührenzahlungssystem mindestens eine Zahlschranke (50) aufweist, welche insbesondere mit einer Tastatur (51) ausgestatttet ist, welche die Eingabe der Nummer des Parkplatzes erlaubt.
  5. System für die Verwaltung eines Parkings gemäss Anspruch 4, dadurch gekennzeichnet, dass die genannte Zahlschranke insbesondere mit einer Tastatur ausgestattet ist, welche die Eingabe der Parkplatznummer erlaubt, in Verbindung mit einer Codenummer, welche nur dem Gebraucher bekannt ist.
  6. System zur Verwaltung eines Parkings gemäss einem der Ansprüche 4 oder 5, dadurch gekennzeichnet, dass die genannte Zahlschranke im weiteren eine Registriervorrichtung und eine Vorrichtung zum Ablesen der Parkplatznummer aufweist, welche mit einer Codezahl verbunden werden kann, welcher dem auf eine Karte oder ein Ticket registrierten Gebraucher bekannt ist.
  7. System zur Verwaltung eines Parkings gemäss einem der Ansprüche 4 bis 6, dadurch gekennzeichnet, dass die genannte Zahlschranke mit einer Vorrichtung (52) ausgestattet ist, welche fähig ist, mindestens eine Information anzuzeigen, die vom Informatiksystem stammt, welche einen Eingabefehler für die Parkplatznummer anzeigt.
  8. System zur Verwaltung eines Parkings gemäss einem der Ansprüche 5 bis 7, dadurch gekennzeichnet, dass das Informatiksystem (10) fähig ist, einen Alarm auszulösen und/oder eine Blockierung des Fahrzeuges durch ein zweckmässiges Blockierungsmittel (31) auszulösen, wenn der Detektor (20) das Anfahren des Fahrzeuges anzeigt und wenn die korrekte Codezahl nicht eingegeben worden ist bzw. auf der Zahlschranke (50) abgelesen wurde.
  9. System für die Verwaltung eines Parkings gemäss Anspruch 3, dadurch gekennzeichnet, dass das Anzeigesystem aus einem allgemeinen Anzeigesystem (3,30,31,32,33) und einem individuellen Anzeigesystem (4,40), das für jeden Parkplatz unabhängig ist, zusammengesetzt ist und fähig ist, einen Gebraucher zu mindestens einem freien Parkplatz zu leiten.
  10. System zur Verwaltung eines Parkings gemäss Anspruch 9, dadurch gekennzeichnet, dass das individuelle Anzeigesystem von jedem Parkplatz aus einem Gehäuse (40) zusammengesetzt ist, welches ein erstes Leuchtsignal (41) aufweist, das fähig ist anzuzeigen, dass der Platz frei ist und ebenso ein zweites Lichtsignal (42), welches fähig ist anzuzeigen, dass der Platz besetzt ist.
  11. System zur Verwaltung eines Parkings gemäss Anspruch 10, dadurch gekennzeichnet, dass das genannte Gehäuse im weiteren ein drittes Leuchtsignal (42,43) aufweist, das fähig ist anzuzeigen, dass die erlaubte Parkdauer überschritten wurde.
  12. System zur Verwaltung eines Parkings gemäss einem der Ansprüche 3 bis 11, dadurch gekennzeichnet, dass es im weiteren ein Videokontrollsystem aufweist, welches aus einer Vielzahl von Kameras (90) zusammengesetzt ist, die fähig sind ein Bild des Nummernschildes des Fahrzeuges aufzunehmen, welches die erlaubte Parkdauer überschritten hat oder für welches die Parkgebühr nicht korrekt entrichtet wurde.
  13. System zur Verwaltung eines Parkings gemäss Anspruch 4, dadurch gekennzeichnet, dass das Informatiksystem einen Bildschirm aufweist, welcher fähig ist, den Zahlungsstand für jeden Parkplatz anzuzeigen.
