Definitions

  • the invention relates to a parking control device for motor vehicles comprising more particularly a process controller as well as detection means and signaling means for parking locations, the process controller, for informing a motorist who is driving his vehicle and looking for a free parking space, the right to park, driving the signaling means to engage a signaling state based on a calculation taking into account the free parking locations detected by the detection means.
  • the timestamps deliver a ticket that the user will place behind the windshield of the vehicle thus allowing the controller to verify the respect of the rules of parking and in particular the payment of the tax.
  • the parking meters record, for each of the places, the state of the moment of the place and in particular the fact that the tax was paid or not.
  • the display of the parking meter also indicates the status of the various places in order to allow the controller or the user who comes in front of the device to check the status of the parking operations.
  • Payments by mobile phone use the same functions as a parking meter with this physical difference that the local means is replaced by a server that accepts payments, records the times paid by location and then makes them available to other users as the controller.
  • Means of payment are installed on the parking and charging stations. They communicate with process controllers installed in the terminals or in a main terminal and thus serve as means detecting the occupation of a paid location. LCD screens are also installed on the terminals and are in communication with the process controllers. In response to a new detected occupancy, the process controller controls the display means of the terminal used to inform the user of the remaining time of parking or electric charging.
  • a device for controlling a plurality of motor vehicle parking spaces is also known from the document WO 2009/154787 .
  • Acoustic detection means, electromagnetic, radiofrequency, optical or motion sensing means are provided for detecting the presence or absence of a vehicle on parking locations. They transmit this information to process controllers installed in parking terminals, arranged in correspondence with the parking spaces.
  • Light towers visible from a distance by a motorist and equipped with a green lamp and a red lamp are installed in correspondence with the parking spaces. They are in communication with the process controllers. In order to inform a motorist in search of a free parking space, the right to park, the process controller, at each release or occupation detected, switches on the green lamp or the red lamp of the light tower intended for the newly released or occupied parking space.
  • Process controllers can also communicate with a location management server.
  • the light towers are in communication with this server, which, in order to inform a motorist in search of a free parking space, the right to park, triggers the signaling of the light towers to indicate that the locations are free or busy.
  • a device for controlling a plurality of motor vehicle parking spaces is still known from the document FR 2,872,321 .
  • Magnetic loops are installed to detect the presence or absence of a vehicle on the parking spaces. They transmit this information to process controllers installed in parking terminals and electric charging for some of them, arranged in correspondence with the parking spaces. Illuminated cabochons fitted a green lamp and a red lamp are also installed on the terminals.
  • the parking slots are permanently or temporarily reserved for users registered in the database of a server communicating with the process controllers.
  • the process controller In order to inform an unregistered third party in the database of the server and in search of a free parking space, the right to park, the process controller, with each occupation of a parking space detected by the loop magnetic, switches on the red lamp of the luminous cabochon of the terminal intended for the parking space.
  • the third party knows that he can not stay on this parking space.
  • a device for controlling a plurality of motor vehicle parking spaces in accordance with that indicated in the introduction is known from the document WO 2002/097736 .
  • Means of payment are installed on terminals intended for the parking spaces. They communicate to a management server the state of the parking spaces with regard to the payment of a parking time and thus serve as means detecting the occupation of a paid location or the availability of an unpaid location.
  • Electroluminescent diodes are also installed on the terminals.
  • a reservation server determines a parking space to be booked based on data formulated by a motorist in a request, including the place, the day and the desired parking time and taking into account the available locations detected by the means of payment.
  • the reservation server via the management server switches on the day and time provided light emitting diodes from the terminal intended for the reserved parking space. The third party knows that he can not take this parking space reserved by the motorist.
  • the parking space which is the object of the signaling results from a calculation determining the location or locations closest to that desired by the motorist in his request for reservation, the means of payment serving as the detection means for the reservation server to know the free parking locations.
  • Closed or built-in car parks essentially consist of entry and exit control barriers, the latter being associated with a payment control system. Frequently, these car parks are equipped with presence detectors that activate a light signal allowing the driver to drive his vehicle and looking for a location, to quickly see the free slots.
  • the method in use consists in reserving fixed locations which are intended either for conventional vehicles or for so-called ecological vehicles or then they are mixed but without a dynamic process of favoritism of one of the categories.
  • the invention aims to encourage the arrival on the market of environmentally friendly vehicles and especially electric vehicles by giving priority when looking for parking spaces.
  • the subject of the invention is a device conforming to that recalled in the introduction, characterized in that the process controller, at each release or occupation of a location detected by the detection means and processed by the controller of process, activates the status of the signage of the right to park a minimum number of signaling means when it finds that there is more than this minimum number of free parking spaces or a number of signaling means calculated as a percentage of the free parking places or, when the detection means comprise means of identification of preferred vehicles, as a percentage of parking spaces occupied by vehicles identified by the identification means, so dynamically allocate this minimum number or percentage of free parking locations to preferred vehicles.
  • the contribution of the present invention lies in the idea of maintaining, in a parking area favorably located from the periphery to the heart of the city, locations for all types of vehicles but giving priority to environmentally friendly vehicles compared to traditional vehicles without rigidly, arbitrarily and often excessively monopolizing the spaces reserved for said ecological vehicles.
  • This idea leads to an improvement of the use of the soil and especially favors the transfer towards the ecological vehicles practically without the political world intervening financially.
  • the implementation can be done through parking control devices with a process calculator that seeks to know the need for locations for vehicles to be preferred.
  • the parking control devices having a process controller may be a time stamp, a payment terminal, a server or a management center.
  • an algorithm will evaluate the situation and engage the allocation signaling corresponding to the result of the calculation. This assessment may be based on a minimum number of places to be kept free for the vehicles to be favored and therefore to the detriment of conventional vehicles, or a percentage in relation to locations already occupied by preferred vehicles or by all parking spaces available.
  • Each location has a vehicle presence detector whose information, processed by the algorithm, allows to report only the locations available for authorized vehicles.
  • This evaluation can be supplemented by an analysis of various parameters such as the habits of the place extracted from a memory or resulting from the analysis of the history according to the week, the day and the hour or even according to Relevant events previously known.
  • the reference memory is composed of two sectors, one says reference and the other says follow-up. These sectors are divided into hourly, daily, weekly and monthly zones. In the first zone, the initial reference values set by the operator will be indicated. During the first year, all occupancy values of the privileged places will be memorized in the monitoring area which includes the same hourly, daily, weekly and monthly composition.
  • the new reference value will be the average between the value of the initial table and that of the monitoring table.
  • the tracking table is updated by changing its value, that of last year is averaged with the new value of the moment.
  • the influence of the initial value is lowered to one-third while the new value of follow-up accounts for two-thirds.
  • the value of follow-up is composed for two thirds of the memorized value and for a third of the value of the new year.
  • the reference value is no longer taken into account.
  • process controller can be remotely controlled to change the minimum number or percentage taken into account in the dynamic allocation calculation.
  • This allowance will be the subject of an update of the signaling with activation of a possible reservation which is displayed so as to allow the motorist who is driving his vehicle and looking for a free place, know his right to park there or not depending on whether he is driving a car to be preferred or not.
  • the concept of electric vehicle is easy to grasp, however, it can be extended to preferred vehicles such as self-service cars or car sharing, "car sharing" in English, which despite the type of propulsion are strongly oriented towards respect for the ecology, the cars of a police department, a medical service, cars for the handicapped when the parking area allows it, delivery vehicles to which parking spaces can be blocked during certain slices residents' vehicles, as long as the users of these services have a means of identification such as an electrical socket for electric vehicles, a specific marking, a contact or contactless smart card, of the type RFID or equivalent, said means giving the wearer similar benefits than those available to electric vehicle users.
  • preferred vehicles such as self-service cars or car sharing, "car sharing" in English, which despite the type of propulsion are strongly oriented towards respect for the ecology, the cars of a police department, a medical service, cars for the handicapped when the parking area allows it, delivery vehicles to which parking spaces can be blocked during certain slices residents' vehicles, as long as the users of these services have a means of identification such as an electrical socket
  • this device can use the latest technological evolutions which make it possible, among other things, to connect several terminals between them or with a power station in order to treat as a single set of large parking areas and to have electronic images of parking spaces for operational intervention, police, user information or simply the provision of various specialized technologies for planning assistance or information sent via GSM / GPRS.

  • the terminals have a means of detecting the type of vehicle and in particular electric vehicles. This detection can be done by measuring the presence of an electrical plug, by measuring the charging current or the electrical impedance of the device. recharge, or, when the vehicle is not coupled because it does not require recharging, it will be the terminal of payment which will ask the question immediately after the selection and thus allowing the user to specify by means of the button 16, figure 1 , that it is an electric vehicle.
  • any vehicle can take one of the places 42 or 43 and park.
  • the operator goes to the kiosk, selects his place 4 then pays in 5 or 6, and goes away. He may, if he wishes, take a ticket in receipt that he can keep on him or put behind his windshield according to the requirements of the operator.
  • the operator If it is an electric vehicle, the operator presents his identification card in front of the terminal then connects its cable 69 and leaves.
  • the process calculator finds that there is more than one place 43 free and will therefore activate the reservation signaling of this place 43 to favor the arrival of an electric vehicle.
  • next vehicle to park is an electric vehicle
  • the user will be able to park and pay on the terminal payment of its parking fees and recharge if necessary, the booking signal also stopping at this time the.
  • the next vehicle is a traditional vehicle that forces parking that is prohibited, so the signage remains active, highlighting the desire to cheat the user.
  • a text message informs him that he can not obtain parking time and informs him that he is in breach. If it persists, the auxiliary terminal display can be kept active in order to attract the attention of the public and supervisors and a signal can be sent to the control service or even to the police via centralization.

  • this indication will have the effect of highlighting that a vehicle is out of time.
  • This last case involves uncertainty regarding the preferred reservation because it is not certain that the place is really free, however, this uncertainty can be removed as soon as a "detected" electric vehicle leaves its location. In the latter case, this new place will be reported as reserved for a new electric vehicle this in addition to the signaling of the previous place which is declared "probably free but uncertain" until the beginning of a new parking operation.
  • the central processor is responsible for calculating the allocations and then transfer to the various terminals. In the latter case, it is also possible to return vehicles to privilege on other terminals or sectors having some availability this with the help of the display 17.

  • the general displays at entrances, inside or outside the car park will display the availability for both types of vehicles 62.
  • the payment of the parking fee of the car parks in the works can be treated in a completely independent way of the process of allocation of the privileged locations this by simple control of the access barriers of entry and exit.
  • This is a process that generally uses a ticket issued to the user as an entry fee, this ticket being presented again on a cashing equipment at the time of taking the vehicle. It is easy to combine the payment of the parking fee with that of the recharge tax.
  • An example is the one that asks the user to indicate, at the time of ticket entry, whether it is an electric vehicle to be recharged or not and if yes (press a button), the ticket distributed will indicate to the user the number of the place is reserved and on which the energy can be released and counted if necessary.
