Abstract

A catch-fence arrangement for catching articles carried by the wind, such as sheets of paper and plastic, in particular in rubbish dumps or the like is provided. It consists of a solid block, in particular a concrete block (15), which is of flat shape and whose bottom side at the edge of the rubbish dump is transportable and can be anchored at a suitable place. The solid block carries, preferably pivotably, a mast arrangement (20) which, at its top end, supports one edge of a net (13) which, at the bottom end, is anchored in the ground via pegs (32). By loosening the pegs (32) and the tension of the net (13), and also by loosening the anchorage of the solid block, it is possible to change the position of the arrangement simply and quickly even on slopes, so that the protective effect is maintained to a considerable degree even during the rearrangement. <IMAGE>

Description

20.The invention relates to a safety fence arrangement and a method according to the preamble of claims 1, 3 and 20, respectively.

With dumps and landfills, it is a constant annoyance that the prevailing winds carry away paper and plastic films, bags and the like. Sheets from the area of the dump or landfill and distribute them in the area. Keeping the areas so messed up is costly, but necessary to prevent damage to lawn and planting areas, as well as to the machines used to process the lawn. If busy traffic routes, especially high-speed traffic routes such as highways, are arranged near the dump or landfill, there is also the risk that goods carried away by the wind suddenly hit the windshield of vehicles passing by, which can lead to serious traffic accidents.

It is therefore necessary to protect garbage dumps, landfills and the like accordingly against the wind from such debris. For this purpose, fixed catch fence arrangements are conventionally used, in which masts of considerable height in the range of 6 m above the ground are connected to the ground by means of mast foundations and in which a wire mesh network is stretched between adjacent masts. Obviously, considerable investments are required to erect such masts, taking into account the structural requirements. The catch fence arrangements are, however, only required for a limited time, namely until the dump or the landfill is filled up. If the filling takes place in several contour lines to form a hill, it is even necessary to apply a new catch fence arrangement after applying each layer, which is of the order of 2.5 m thick the specified dimensions near the edge or the dam crown surrounding the landfill. With such arrangements, inspection and access routes are often to be provided, so that special constructions for the safety fence arrangement are required in their area. The safety fence arrangements in the lower levels below have to be dismantled. The components of the previous safety fence arrangement obtained during dismantling can only be reused in rare cases or with extremely careful handling. Thus, conventional safety fence arrangements are not only expensive to set up, but also to maintain.

Proceeding from this, it is an object of the invention to develop a safety fence arrangement or a method of the types mentioned at the outset in such a way that an inexpensive and, in particular, reusable arrangement is possible.

This object is achieved by the features of claims 1, 3 and 20, respectively.

The invention is further developed by the features of the subclaims.

Of particular importance is an arrangement in which the mast is pivotally attached to the mast foundation, which is preferably a concrete block. The earth block is preferably reinforced and contains pull loops for easy displacement of the earth block along the edge of the tip, as well as carrying and / or anchor loops on the top for lifting and conveying the earth block or for anchoring tension cables. It is also expedient to use a nylon fabric as a net.

Such a safety fence arrangement can be erected in a simple manner, is easily adjustable without the entire fence arrangement having to be dismantled, and is already available therefore less prone to wear. In addition, a simple exchange of the individual components is possible if required.

If there is no garbage pit and a garbage mountain has to be created, the procedure is usually as described in FIG. 1. At the edge of the landfill area, a first edge dam 1 made of earth material or excavated material is erected, which is covered on the outside by a cover 2 made of earth material with a predetermined slope. The area inside the landfill is then filled up with waste in a layer 3, the layer having a thickness of the order of 2.5 m. After filling up to the first perimeter dam 1, a further perimeter dam 4 is applied in the same way, which also has the outside cover 2 and on the upper end of which a walk-on and possibly a drivable crown 5 is formed. A corresponding further waste layer 6 is then filled up. This process is repeated until the permitted height of the landfill, including the cover to be applied on the top, is reached. A groundwater protection layer (not shown) can be provided if required.

The problem with dumps and landfills of this type is that the prevailing wind takes parts of the debris, in particular paper and plastic sheets, with them and transports them outside the landfill or deposit area, which not only leads to considerable annoyance to the environment, and for environmental reasons alone is to be avoided, but must also be avoided, in particular with traffic routes passing by, for traffic safety reasons. For this purpose, a safety fence arrangement 10 is provided at least on the side of the landfill which faces away from the main wind direction 7 represented by an arrow. This consists essentially of a mast 12 attached to a mast foundation 11 fastened in or on the cover 2 and of a net 13 arranged between adjacent masts, wherein there should be a distance between the lower end of the net 13 and the crown 5, in which there is more restraint Can catch debris without being disturbed by the wind and can be easily removed and returned to the landfill. The net height between the bottom edge and the upper edge with which the net 13 is fastened to the masts 12 is to be dimensioned according to the given requirements. In the foothills of the Alps, it has been found that a net height of approximately 6 m should be sufficient to reliably prevent paper and plastic sheets from being blown over the safety fence arrangement 10. It is advantageous if the net 13 is arranged inclined to the main wind direction 7. Since changing wind directions may have to be taken into account, it is often expedient to completely surround the dump or landfill by such a safety fence arrangement 10, in which case the net 13 is then advantageously inclined to the tip. It also follows from the above that the safety fence arrangement must always be arranged near the uppermost end of the cover or the perimeter dam so that it can perform its functions, and also that the time required for the conversion or new construction near the crown 5 should be as short as possible.

The basic structure of a safety fence arrangement which is able to meet these conditions will now be explained with reference to FIG. 2.

Je nach statischen Erfordernissen kann der Betonblock 15 mit mehr als einem Erdanker 16 mit dem Untergrund verbunden sein.FIG. 2 shows a mass block, in particular a concrete block 15, which is designed as a flat cuboid (FIG. 4) and can have a corresponding reinforcement (not shown). The concrete block 15 can be fastened in the ground by means of ground anchors 16. At least one sleeve 17 is expediently integrated in the concrete block 15, through which a ground anchor 16 can be driven. At the upper end, the ground anchor 16 carries a hook 18, by means of which it can be pulled out of the subsurface and the concrete block 15 again via the sleeve 17, if necessary. Depending on the structural requirements, the concrete block 15 can be connected to the ground with more than one ground anchor 16.

Gem. However, since these specifications can change, it is advisable to provide a pivotable arrangement. For this purpose, according to FIG. 2, two angle irons 19 are integrated in a manner opposite one another (FIG. 4) in the concrete block 15, the mast arrangement 20 being pivotably arranged between them by means of a bolt arrangement 21. In order to be able to determine the angle, a guide arrangement 22 is also connected to the concrete block 15, along which the mast arrangement 20 can be guided during its pivoting movement and on which the mast arrangement 20 can be fixed when the predetermined angle is reached. In the exemplary embodiment shown (cf. also FIG. 4), the guide arrangement 22 has two opposite guide rails 23 with a guide slot 24 which are integrated at one end in the concrete block 15 and which are connected to one another at the end remote from the concrete block 15 and there via a support plate 25 are supported on the concrete block 15, in the exemplary embodiment connected to the angle iron 19, are preferably welded.

In the exemplary embodiment shown, the mast arrangement 20 consists of an adjusting sleeve 26 and a fence mast 27 which can be inserted therein. This makes it easy to replace the fence mast 27, for example in the event of damage or if a different length is required.

The adjusting sleeve 26 can be pivoted about the bolt 21 by means of the guide arrangement 22. The adjustment and fixing of the adjusting sleeve 26 along the guide arrangement 22 is possible by means of a pipe welding flange 28 attached to the upper end of the adjusting sleeve 26 in the region of the guide arrangement 22 and a bolt 29 guided through it and the slots 24. However, other designs can also be selected. The fence mast 27 can be clamped in the adjusting sleeve 26 in the usual way, for example by means of locking screws or the like (not shown). At the upper end of the fence masts 27, a head cap 30 is attached, which also has a deflection element which carries a deflection roller 31.

The net 13 is preferably a weatherproof and UV-stable nylon mesh with a mesh size of approximately 40 to 45 mm and a thread diameter of approximately 3 mm. Although the net 13 can be anchored in the ground on the ground via pegs 32, it is advisable to additionally provide a tensioning rope 33 on the edge, since on the one hand this strengthens the net 13 on the edge and on the other hand a smaller number of pegs 32 is required and moreover the fastening and gaps resulting in the mains voltage are reduced to the outside. At the top, the network 13 is connected to the mast assembly 20 at the top. In the exemplary embodiment, a traction cable 36, which is guided over the deflection roller 31, is provided with the upper end of the net 13, also expediently by means of an edge-side tensioning cable 34 and via a closable hook or carabiner element 35, by means of which the net 13 in the direction of the upper end of the mast arrangement 20th can be pulled and set under tension. For this purpose, the bottom end of the traction cable can be fixed to the concrete block 15 and / or the mast arrangement 20 by means of an anchoring arrangement of the usual type, for example with the aid of a hook or carabiner element 37. In addition, block and tackle arrangements can be provided (not shown).

The upper-side tensioning cables 34 of the network 13 can be tensioned in a manner similar to the tensioning of the traction cable 36, the tensioning being carried out at both ends and via several adjacent pairs of mast arrangements, as will be explained with reference to FIG. 4.

As can be seen from FIG. 3 in connection with FIG. 2, the same arrangement can be used on a substrate with a different inclination, the desired inclination of the net 13 with respect to the rubbish dump or the main wind direction 7 being able to be ensured. In addition, the location of the arrangement can be changed very quickly, as will be explained with reference to FIG. 3. The arrangement according to FIG. 3 differs only slightly from that according to FIG. 2 by a different type of fixing the adjusting sleeve 26 in the guide arrangement 22, namely by a clamping screw 38 arranged in a different way, and by the fact that the concrete block 15 is on an embankment is arranged. In order to achieve the desired inclination of the network 13, the mast arrangement 20 in the guide arrangement 22 is different, i.e. guided and fixed at a different angle to the top 48 of the concrete block 15.

To change the position of the arrangement, the tensioning cable 34 and the pulling cable 36 are first released, so that the net 13 is relaxed and at least partially let down to a vertical extent. Subsequently, by loosening the pegs 32, the pull rope 33 on the bottom is released and brought into the new position, where it is again determined what can be done by hand.

Pulling arrangement and a pulling cable or chain 40, which can be fixed to the concrete block 15, are used to pull in the same direction, for example by means of anchor loops 47 explained with reference to FIG. 4, and after loosening the ground anchor 16 and fixed there by re-hammering the ground anchor 16. If necessary, the angular position of the mast arrangement 20 is readjusted, then the net 13 is tensioned again, namely by tensioning and anchoring the pull rope 36 and tensioning and anchoring the tension rope 34.

It turns out that this process can be carried out extremely quickly and can also be carried out in unfavorable wind conditions, since the lowering of the network 13 does not have to be too great in the region of the arrangement which is displaced in its position, since it is only necessary to allow the necessary freedom of movement. A manual removal of foundations or the like formed in the subsoil is no longer necessary, but the embankment can be landscaped immediately. Due to the adaptability to a new angular position, unevenness in the embankment or walkways or the like necessarily provided there can be taken into account without new arrangements having to be applied. In addition, in the event of wear, a quick and simple exchange can take place, in particular individual network tracks can be exchanged very quickly and a fence pole 27 can also be exchanged quickly and easily for another. In the given case, the entire arrangement can even be exchanged quickly.

Deshalb sind die gleichen Bezugszeichen verwendet, wie bei dem Ausführungsbeispiel gemäß den Fig. 2 und 3.Fig. 4 now shows the structure of a concrete block element, as can be used in the present invention. The same reference numerals are therefore used as in the exemplary embodiment according to FIGS. 2 and 3.

As mentioned, it is an essentially cuboid and flat concrete block 15 with a smooth underside 41, wherein a chamfer or bevel 42 can be provided on the edge in order to facilitate the displacement, as has been explained with reference to FIG. 3. In addition to the sleeves 17 at the rear end of the concrete block 15, comparable sleeves 43 can also be provided at the front end. The guide rails 23 can be integrated into the concrete block 15 via angle elements 44, as can the angle iron 19. As indicated in FIG. 2, these can be arranged prefabricated on a common flat mounting steel 45 and form at least part of the reinforcement when the concrete block 15 is poured , which is not shown in more detail. Furthermore, the concrete block has anchor loops which can be connected to the flat steel 45 or the other reinforcement of the concrete block 15. In detail, anchor loops 47 are provided on the front side 46, on which the pull cable or pull chain 40 can be fixed. Furthermore, a total of four carrying straps 49 are provided on the top 48, by means of which a crane or the like can lift and transport the concrete block 15. Finally, anchoring loops 50 projecting obliquely away are provided on the upper side 48 in the central region thereof, for example the region between the angle iron 19 and the angle pieces 44 of the guide rails 23, on which tensioning cables 34 or pulling cables 36 can be fixed.

It may be expedient to provide separate concrete blocks for anchoring the tensioning cables 34 and traction cables 36 which do not have the guide device for the mast arrangement 20.

According to the previous calculations, concrete blocks of the size 150 x 120 x 25 with concrete quality B 350 should be sufficient to meet all requirements. Of course, the parts exposed to the weather must be protected against corrosion, such as aluminum alloy or stainless steel.

A cost estimate has shown that the initial equipping of a dump or landfill is not on the order of magnitude more expensive comes as the equipment with a conventional safety fence arrangement, whereby the manual work that is required on site can still lead to a more favorable cost analysis for the safety fence arrangement according to the invention. When converting the conventional safety fence arrangement, however, almost the same costs are to be expected as for a new construction, whereby the disposal, ie the dismantling of the existing arrangement, has not yet been taken into account. In the arrangement according to the invention, however, a quick and inexpensive conversion is possible, with only wear parts possibly having to be replaced, from which savings in the order of 90% can be expected with regard to the conversion costs, especially since no specialists are required for the conversion. In addition, no complete dismantling and assembly of the fence is required during the remodeling, which means that the protection of the surroundings is largely guaranteed.
