4) fixing the maintenance device at the bottom of the pier column template after the pier column template climbs for the first time, then descending the maintenance device for a certain distance by using the hoisting device before the pier column template climbs for the second time, and locking the maintenance device after the maintenance device is lifted to a specified position by using the hoisting device after the pier column template climbs for the second time and is fixed;
