The mining process for controlling ground non-deformation through short-wall fully-mechanized gangue filling and grouting according to claim 1, characterized in that a grouting material is prepared by mixing fly ash and slag cement according to the mass ratio of 2: 3-2: 8 of the slag cement to the fly ash, and meanwhile, the water-solid mass ratio of 0.6-0.8: 1 is adopted, and the strength of an artificial rock body formed by cementing the grouted gangue is equal to or greater than that of an original coal rock.
7. The mining process of short-wall fully-mechanized gangue filling and grouting control ground surface non-deformation according to claim 1, characterized in that the number of the grouting floral tubes pre-arranged in the fourth step is 2, and one of the floral tubes is used as a spare.
