The talcum powder prepared by the traditional method adopts raw materials which are not modified, so that the powder is easy to agglomerate after absorbing sweat in use, cannot keep dry and can be stuck on the skin of a baby to stimulate the skin; meanwhile, the agglomerated talcum powder is easy to cause skin allergy and loss due to clothes friction, and secondary damage is brought to the skin of the baby. In addition, the traditional talcum powder is easy to cause sweat accumulation of the baby, block skin pores of the baby and stimulate the delicate skin of the baby, so that prickly heat or bacteria are bred or other skin diseases such as inflammation occur, the baby feels uncomfortable, and the body health of the baby is influenced.
Disclosure of Invention

s3 preparation of functional sustained-release capsules: dissolving dimethyl diallyl ammonium chloride-acrylic acid copolymer in dichloromethane to obtain a continuous phase solution, dissolving octahydroxy polyhedral oligomeric silsesquioxane, ethyl acrylate and derivative polymers thereof in dichloromethane, stirring for dissolving, and adding zinc oxide solid matter to obtain a dispersed phase; in the process of adding the dispersed phase into the continuous phase solution, dropwise adding a plant extract solution, and after dropwise adding is finished, carrying out high-speed shearing and low-speed stirring until dichloromethane is completely volatilized; finally, aging, washing and drying at normal temperature to obtain the functional sustained-release capsule;
preparation of S4 talcum powder: and (4) uniformly stirring and mixing the modified corn starch obtained in the step S1, the modified pearl powder obtained in the step S2 and the functional sustained-release capsule obtained in the step S3, and sieving by adopting a 50-100-mesh sieve to obtain the antibacterial and anti-inflammatory children skin-care talcum powder.
Preferably, the ethyl acrylate and the derivative polymer thereof are polymers obtained by copolymerization or homopolymerization of at least one of ethyl acrylate, 2-hydroxymethyl ethyl acrylate, 3-dimethyl ethyl acrylate, 2- (trimethylsilyl methyl) ethyl acrylate and ethyl methacrylate.
The functional sustained-release capsule is a composite material of cage-type silsesquioxane and an ethyl acrylate polymer, and the composite material enables a plant extract solution to have good dispersing and anti-adhesion effects; the active ingredients of the plant extracts in the talcum powder can be slowly released under the action of the functional sustained-release capsule, so that the skin of the infant can continuously and durably play the roles of resisting bacteria and diminishing inflammation.

Polyhedral oligomeric silsesquioxanes (POSS) are inorganic cores composed of silicon-oxygen skeletons alternately connected by Si-O, and have a general formula (RSiO)3/2) n, wherein R is a group to which eight apical Si atoms are attached; monofunctional POSS means that only one of the eight apex groups is a reactive group and the remaining seven are inert groups.
Through the graft modification reaction of the POSS with the corn starch and the pearl powder, on one hand, the moisture absorption performance of the talcum powder can be improved due to the unique effect of the cage-shaped structure, the skin is ensured to be dry and smooth, and the skin pore can not be blocked due to the cage-shaped structure of the inorganic core while sweat is absorbed deeply; on the other hand, the agglomeration phenomenon of the corn starch and the pearl powder can be effectively prevented due to the action of the inert functional group connected with the vertex angle of the inorganic core; the cage-type silsesquioxane has a stable organic-inorganic hybrid structure, organic matters cannot be volatilized through the modified corn starch and the modified pearl powder, the organic matters cannot permeate into skin, and the obtained talcum powder has good effects of environmental protection, safety, smoothness and no adhesion; is very suitable for the use requirements of infants.
Preferably, in step S3, the plant extract solution is prepared by: cleaning plant raw materials, crushing, sieving, sterilizing, drying, placing in a high-pressure reaction kettle, introducing supercritical carbon dioxide fluid as an extraction solvent to effectively extract active ingredients and trace elements contained in the plants, and adding deionized water to prepare a plant extract solution with the mass concentration of 5-25 wt%.
Preferably, the plant material is at least one selected from the group consisting of broom cypress fruit, honeysuckle stem, argyi leaf and lygodium stem.
Kochia scoparia belongs to Chenopodiaceae, has effects of clearing heat and relieving itching, etc., and its tender stem contains microelements.
Honeysuckle stem is also known as honeysuckle stem, and belongs to the family of Caprifoliaceae. Mainly contains chlorogenic acid and flavonoid loniceraside. Has the effects of clearing away heat and toxic materials, dispelling pathogenic wind, and dredging collaterals. Wherein luteolin has antiinflammatory effect.
Folium Artemisiae Argyi belongs to Compositae, and has effects of eliminating pathogenic factors and expelling parasites, and also has antipruritic and antiinflammatory effects. Folium Artemisiae Argyi can inhibit over ten gram-positive aerophiles, and also has inhibitory effect on dermatophytosis fungi.
Lygodium japonicum is a perennial climbing fern, and is a traditional Chinese medicine. The vine contains saccharide, flavonoid glycoside, amino acid and phenols, and the leaf contains flavonoids. Relieve heat-toxicity, diminish inflammation, alleviate pain, treat damp-heat swelling.

The invention has the beneficial effects that:
the prepared talcum powder is compounded by the cage-type silsesquioxane modified corn starch and the modified pearl powder, so that the effects of smoothing and drying skin and not blocking pores are achieved, and miliaria on the skin of an infant is effectively prevented; the active ingredients of the plant extracts in the talcum powder are slowly released under the action of the functional sustained-release agent, and other ingredients in the talcum powder are compounded, so that the antibacterial and anti-inflammatory effects of the skin of the infants are continuously and long-term achieved, and the smooth, comfortable, safe and healthy good experience is brought to the skin of the infants.

The preparation method of the antibacterial and anti-inflammatory children skin-care talcum powder of the comparative example is basically similar to that of example 1, and the main difference is that the corn starch in the talcum powder raw material is unmodified corn starch.
Comparative example 2
The preparation method of the antibacterial and anti-inflammatory children skin-care talcum powder of the comparative example is basically similar to that of example 1, and the main difference is that the powder for delivering pollen in the talcum powder raw material is unmodified pearl powder.
Comparative example 3
The preparation method of the antibacterial and anti-inflammatory children skin-care talcum powder of the comparative example is basically similar to that of example 1, and the main difference is that the plant extracts in the talcum powder raw materials are not prepared into functional sustained-release capsules and are added into the talcum powder, but are directly added.
The toilet powder prepared in the examples 1-3 and the comparative examples 1-3 is subjected to performance tests, and the performance results are shown in the following table 1:
and (3) caking condition test: soaking the rat skin in water, taking out, leveling and airing to enable the water content of the rat skin to reach 10%, cutting the rat skin into 6 blocks, respectively coating the talcum powder prepared in the examples 1-3 and the comparative examples 1-3 on the rat skin, and observing the caking condition of the talcum powder on the rat skin after 24 hours.
And (3) testing antibacterial performance: respectively culturing Escherichia coli and Staphylococcus aureus in olive oil agar medium at 37 deg.C for 24 hr to reach concentration of 2 mg/ml; then, 6 healthy white rabbits with the weight of 20-25kg are selected, hairs on two sides of the spine of the back of the white rabbits are cut off 24 hours before the test, the left side and the right side of the hair removing range are about 3cm x 3cm respectively, and the next day, the talcum powder prepared in the examples 1-3 and the comparative examples 1-3 is uniformly smeared on the surface of the hair removed skin; and finally, dropwise adding the cultured escherichia coli and staphylococcus aureus to the surface of the skin, and observing the bacteriostasis rate of the surface of the skin.
And (3) testing the anti-inflammatory performance: the talcum powder prepared in the examples 1-3 and the comparative examples 1-3 is uniformly smeared on the surface of the skin with inflammation of the rabbit, and the fading days of the inflammation and the irritation effect of the skin are observed.
