本申请实施例提供了一种确定传输参数的方法、终端设备和网络设备,Rel 15的终端设备基于新的MCS表确定传输参数,或者基于现有的传输参数确定传输参数,从而,满足Rel 15的终端设备的传输需求。该方法包括:终端设备根据信道占用比率CBR和待传输业务的优先级确定第一传输参数;该终端设备利用该第一传输参数发送该待传输业务。
