1. A cosmetic composition for caring for eye skin, characterized by comprising the following components by mass: 0.1-5 parts of plant extract, 0.5-3 parts of silanol, 0.05-0.3 part of vitamin and 0.0001-0.001 part of beta-carotene;
the plant extract is prepared from an elderberry flower extract, a horse chestnut extract and an inula flower isosac chrysanthemum extract according to the mass ratio of 3: 1: 1, preparing a composition;
the vitamin is one or a combination of retinol palmitate and tocopherol;
the silanol is one or the combination of dimethyl silanol hyaluronic acid ester, ascorbic acid methyl silanol pectate and methyl silanol hydroxyproline ester aspartic acid ester.
2. A cosmetic composition according to claim 1 wherein the silanol is methylsilanol hydroxyprolinate aspartate.
3. The cosmetic composition according to claim 1, further comprising 1 to 4 parts of an emulsifier, 1 to 7 parts of an emulsion stabilizer, 5 to 30 parts of an oil, 3 to 16 parts of a polyhydric alcohol, and 0.5 to 5 parts of a humectant.
4. The cosmetic composition according to claim 1, further comprising 0.05 to 0.2 part of an antioxidant, 0.05 to 0.2 part of a pH adjuster, 0.3 to 1.5 parts of a preservative, and 0 to 0.3 part of a fragrance.
5. The method for preparing a cosmetic composition for caring for eye skin according to any one of claims 1 to 4, characterized in that: the method comprises the following steps:
1) weighing an emulsifier, an emulsion stabilizer, grease, an antioxidant, vitamins and beta-carotene as an A phase according to the mass number of any one of claims 1 to 4;
2) weighing deionized water, polyhydric alcohol, humectant and pH regulator as phase B according to the mass number of any one of claims 1 to 4;
3) weighing the plant extract and silanol as phase C according to the mass number of any one of claims 1 to 4;
4) weighing preservative and essence as phase D according to the mass number of any one of claims 1 to 4;
5) heating the antioxidant and vitamins in the phase A to 80 ℃ by using a small amount of liquid oil to dissolve completely for later use; heating beta-carotene to 45-50 ℃ by using a small amount of liquid oil to dissolve the beta-carotene for later use; adding the rest other raw materials of phase A into an oil phase pot, heating to 75-85 deg.C, stirring to dissolve completely, adding the prepared antioxidant, vitamins and beta-carotene solution, and stirring;
6) adding the components of the phase B into an emulsifying pot, heating to 90-100 ℃, and stirring to dissolve completely;
7) pumping the phase A into an emulsifying pot, homogenizing and emulsifying the phase A and the phase B together, and keeping the temperature;
8) cooling to 40-45 deg.C, mixing the C phase components with a small amount of deionized water, stirring, adding into emulsifying pot, stirring, adding D phase components, stirring, inspecting, and discharging.
