the weighing unit is used for weighing the garbage thrown by the residents through a weighing device in the preset garbage recycling device and recording the weighed weight information in the corresponding resident throwing garbage identity information record;
and the issuing unit is used for issuing corresponding preset marks into the resident throwing information according to the weight of the garbage thrown by the residents and the preset proportion.

the identification unit is used for identifying whether residents throw garbage or not through an identification system of a preset garbage recovery device;
and the recovery unit is used for recovering the garbage of the residents according to a preset recovery mode if the recognition system of the garbage recovery device is used for recognizing the garbage thrown into the residents in advance.
