　また、提供プログラムは、さらに、前記使用情報に基づいて、前記施設の各々に対する不織布製品の配送に関する配送情報を前記施設が属する行政機関に配信する。
　このような提供プログラムによれば、例えば、行政機関が管理する各施設に対し配送が必要な不織布製品の種別や数量を示す配送情報を行政機関に配信することができるため、行政機関における配送業務の負担を軽減することができる。
　また、提供プログラムは、前記利用者が不織布製品を受け取るための情報として、前記施設に紐付けられる情報であって、前記利用者が利用する利用者端末により読み取られる情報を提供する。
　このような提供プログラムによれば、例えば、利用者端末を用いた認証を行うことのみによって、利用者に対し不織布製品を提供するか否かを施設が判定することができるため、施設側のオペレーションの負担を軽減することができる。
　以下に、提供プログラム、提供装置及び提供方法を実施するための形態（以下、「実施形態」と記載する。）の一例について図面を参照しつつ詳細に説明する。なお、この実施形態により提供プログラム、提供装置及び提供方法が限定されるものではない。また、以下の実施形態において同一の部位には同一の符号を付し、重複する説明は省略する。
［実施形態］
〔１．提供処理の一例について〕
　図１を用いて、本実施形態の提供プログラム等により実現される提供処理を説明する。図１は、実施形態に係る提供処理の一例を示す図である。なお、図１では、本実施形態に係る情報処理装置１０によって、実施形態に係る提供処理などが実現されるものとする。
　図１に示すように、実施形態に係る提供処理システム１は、情報処理装置１０と、利用者端末１００と、行政機関端末２００と、施設端末３００と、提供元端末４００とを含む。ネットワークＮ（例えば、図２参照）を介して有線または無線により相互に通信可能に接続される。ネットワークＮは、例えば、インターネットなどのＷＡＮ（Wide　Area　Network）である。なお、図１に示した提供処理システム１には、複数台の情報処理装置１０、複数台の利用者端末１００、複数台の行政機関端末２００、複数台の施設端末３００及び複数台の提供元端末４００が含まれていてもよい。
　図１に示す情報処理装置１０は、提供処理を行う情報処理装置であり、例えば、サーバ装置やクラウドシステム等により実現される。例えば、図１の例において、情報処理装置１０は、不織布製品を使用する使用者（乳幼児等）と関連付けられる利用者（母親、父親等）が、使用者とともに訪問する施設において不織布製品（例えば、おむつや、おしりふきなど）を受け取るための情報を当該施設に提供する。
　図１に示す利用者端末１００は、利用者によって利用される情報処理装置である。利用者端末１００は、例えば、スマートフォンや、タブレット型端末、ノート型ＰＣ、デスクトップＰＣ、携帯電話機、ＰＤＡなどにより実現される。また、利用者端末１００は、情報処理装置１０等によって配信される情報を、ウェブブラウザやアプリケーションにより表示する。
　なお、図１に示す例において、利用者端末１００は、利用者によって利用されるスマートフォンである場合を示す。また、図１に示す例では、利用者端末１００を利用する利用者に応じて、利用者端末１００を利用者端末１００－１～１００－Ｎ（Ｎは任意の自然数）として説明する。例えば、利用者端末１００－１は、利用者ＩＤ「Ｕ１」により識別される利用者（利用者Ｕ１）により使用される利用者端末１００である。また、以下では、利用者端末１００－１～１００－Ｎについて、特に区別なく説明する場合には、利用者端末１００と記載する。
　図１に示す行政機関端末２００は、行政機関＃１の管理者によって利用される情報処理装置である。行政機関端末２００は、例えば、スマートフォンや、タブレット型端末、ノート型ＰＣ、デスクトップＰＣ、携帯電話機、ＰＤＡなどにより実現される。また、行政機関端末２００は、情報処理装置１０等によって配信される情報を、ウェブブラウザやアプリケーションにより表示する。なお、図１に示す例において、行政機関端末２００は、管理者ＩＤ「Ｍ１」により識別される管理者（管理者Ｍ１）によって利用されるノート型ＰＣである場合を示す。
　図１に示す施設端末３００は、使用者及び利用者が訪問する施設であって、利用者の子育てを支援する施設（例えば、子育て支援センターや、ショッピングモール内の託児所など）に属する職員により利用される情報処理装置である。施設端末３００は、例えば、スマートフォンや、タブレット型端末、ノート型ＰＣ、デスクトップＰＣ、携帯電話機、ＰＤＡなどにより実現される。また、施設端末３００は、情報処理装置１０等によって配信される情報を、ウェブブラウザやアプリケーションにより表示する。
　なお、図１に示す例において、施設端末３００は、職員によって利用されるノート型ＰＣである場合を示す。また、図１に示す例では、施設端末３００を利用する職員に応じて、施設端末３００を施設端末３００－１～３００－Ｎ（Ｎは任意の自然数）として説明する。例えば、施設端末３００－１は、職員ＩＤ「Ｃ１」により識別され、施設＃１に属する職員（職員Ｃ１）により使用される施設端末３００である。また、以下では、施設端末３００－１～３００－Ｎについて、特に区別なく説明する場合には、施設端末３００と記載する。
　図１に示す提供元端末４００は、不織布製品を提供する提供者（メーカー等）によって利用される情報処理装置である。提供元端末４００は、例えば、スマートフォンや、タブレット型端末、ノート型ＰＣ、デスクトップＰＣ、携帯電話機、ＰＤＡなどにより実現される。また、提供元端末４００は、情報処理装置１０等によって配信される情報を、ウェブブラウザやアプリケーションにより表示する。なお、図１に示す例において、提供元端末４００は、提供者ＩＤ「Ｐ１」により識別される提供者（提供者Ｐ１）によって利用される提供者Ｐ１によって利用されるノート型ＰＣである場合を示す。
　以下、図１を用いて、情報処理装置１０により実現される提供処理について説明する。なお、以下の説明では、利用者端末１００－１、利用者端末１００－２、行政機関端末２００、施設端末３００－１、施設端末３００－２及び提供元端末４００を、それぞれ利用者Ｕ１、利用者Ｕ２、管理者Ｍ１、職員Ｃ１、職員Ｃ２、提供者Ｐ１と同一視する場合がある。すなわち、以下では、利用者Ｕ１を利用者端末１００－１、利用者Ｕ２を利用者端末１００－２、管理者Ｍ１を行政機関端末２００、職員Ｃ１を施設端末３００－１、職員Ｃ２を施設端末３００－２、提供者Ｐ１を提供元端末４００と読み替えることもできる。
　また、以下の説明では、利用者Ｕ１が、使用者（乳幼児）Ｂ１の母親であるものとする。また、以下の説明では、利用者Ｕ２が、税金の用途を「子育て支援」と指定し、行政機関＃１に対してふるさと納税を行った納税者であるものとする。
　また、以下の説明では、行政機関＃１が、利用者Ｕ１が居住するエリア（市区町村等）を統括する地方自治体であるものとする。また、以下の説明では、施設＃１、＃２、・・・が、行政機関＃１により管理される施設であるものとする。
　まず、情報処理装置１０は、施設＃１、＃２、・・・における不織布製品の提供に関するサービスへの登録を利用者端末１００－１から受け付ける（ステップＳ１）。例えば、情報処理装置１０は、行政機関＃１に属する利用者（言い換えると、行政機関＃１が統括するエリアに居住する利用者）に対し、行政機関＃１が提供するサービスであって、施設＃１、＃２、・・・における不織布製品の提供に関するサービス（以下、「提供サービス」と記載する場合がある）への登録を受け付ける。具体的な例を挙げると、情報処理装置１０は、行政機関＃１が管理するウェブサーバから配信される、提供サービスに関するウェブサイトを介して、提供サービスへの登録を受け付ける。
　続いて、情報処理装置１０は、提供サービスへの登録を行った利用者に関する利用者情報と、当該利用者と関連付けられる使用者に関する使用者情報と、行政機関＃１が管理する施設＃１、＃２、・・・に関する施設情報とを行政機関端末２００から取得する（ステップＳ２）。例えば、情報処理装置１０は、利用者Ｕ１の住所や、利用者Ｕ１の氏名、利用者Ｕ１の識別情報（マイナンバー等）などを示す利用者情報を取得する。また、情報処理装置１０は、使用者Ｂ１の生年月日や、性別、使用者Ｂ１が使用するおむつの種別、使用者Ｂ１が使用するおむつのサイズなどを示す使用者情報を取得する。また、情報処理装置１０は、施設＃１、＃２、・・・の所在地や、識別情報（施設ＩＤ）などを示す施設情報を取得する。
　続いて、情報処理装置１０は、提供サービスへの登録を行った利用者が不織布製品を受け取るための情報を、施設＃１、＃２、・・・が利用する施設端末３００に提供する（ステップＳ３）。例えば、情報処理装置１０は、ステップＳ２において取得した利用者情報を施設端末３００に提供する。また、情報処理装置１０は、利用者情報が示す利用者に関連付けられる使用者に関する使用者情報を施設端末３００に提供する。
　続いて、利用者Ｕ１は、使用者Ｂ１とともに施設＃１、＃２、・・・のうちいずれかに訪問し、不織布製品を受け取り、施設を利用する（ステップＳ４）。ここで、図１の例において、利用者Ｕ１が、施設＃１に訪問したものとする。この場合、利用者Ｕ１は、自身の識別情報を示す身分証明書（マイナンバーカード等）を施設＃１の職員Ｃ１に提示する。そして、職員Ｃ１は、ステップＳ３において提供された利用者情報と、利用者Ｕ１から提示された識別情報とを突合し、使用者Ｂ１に対応する不織布製品を利用者Ｕ１に提供する。
　続いて、情報処理装置１０は、提供サービスへの登録を行った利用者の施設＃１、＃２、・・・の利用状況と、当該利用者に関連付けられる使用者の生育情報と、当該使用者に使用（言い換えると、利用者に提供）された不織布製品に関する使用情報とを施設端末３００から受け付ける（ステップＳ５）。例えば、情報処理装置１０は、所定の期間ごとに、対応する期間における施設＃１、＃２、・・・の利用状況と、施設＃１、＃２、・・・の職員が記録した使用者の生育情報と、使用情報とを受け付ける。具体的な例を挙げると、情報処理装置１０は、提供サービスへの登録を行った利用者が、施設＃１、＃２、・・・に訪問した回数や、いずれの施設に訪問したか、訪問した日時などを示す利用状況を受け付ける。また、情報処理装置１０は、使用者の身長や、体重、腹囲、脚回りの長さなどを示す生育情報を受け付ける。また、情報処理装置１０は、使用された不織布製品の種別や数量などを示す使用情報を受け付ける。
　続いて、情報処理装置１０は、施設端末３００から受け付けた利用状況と、生育情報と、使用情報に基づく発注情報とを行政機関端末２００に配信する（ステップＳ６）。例えば、情報処理装置１０は、提供サービスへの登録を行った利用者ごとに、施設＃１、＃２、・・・の利用状況を集計した情報を配信する。また、情報処理装置１０は、使用者ごとの生育情報の変化を示す情報を配信する。また、情報処理装置１０は、不織布製品の種別ごとに、施設＃１、＃２、・・・において使用された数量を集計し、集計した結果を示す発注情報を配信する。
　続いて、管理者Ｍ１は、提供元＃１に対し不織布製品を発注する（ステップＳ７）。例えば、管理者Ｍ１は、ステップＳ６において配信された発注情報を提供元端末４００に送信する。そして、管理者Ｍ１は、行政機関＃１に納税された税金を原資として不織布製品を購入する。
　続いて、提供元＃１は、発注情報に基づき、不織布製品を行政機関＃１に提供（配送）する（ステップＳ８）。続いて、行政機関＃１は、提供元＃１から提供された不織布製品を施設＃１、＃２、・・・に配送する（ステップＳ９）。なお、行政機関＃１から施設＃１、＃２、・・・への不織布製品の配送は、行政機関＃１が統括するエリアにおける既存の交通手段（例えば、乗合バス）を用いて行われてもよい。
　また、ステップＳ９において、情報処理装置１０は、使用情報に基づいて、行政機関＃１が不織布製品の配送を行うために用いられる配送情報を行政機関端末２００に配信してもよい。例えば、情報処理装置１０は、施設＃１、＃２、・・・の各々において、在庫が所定の閾値以下である不織布製品の種別や、当該種別の不織布製品の在庫が一定以上となるために要する数量（すなわち、配送する数量）を示す配送情報を行政機関端末２００に配信する。
　続いて、情報処理装置１０は、納税者である利用者Ｕ２に対する対価（返礼品）を設定する（ステップＳ１０）。例えば、情報処理装置１０は、利用者Ｕ２が行政機関＃１に納税する際に、予め指定された返礼品（例えば、提供元＃１から提供される不織布製品）を設定する。
　続いて、情報処理装置１０は、利用者Ｕ２が納税した税金を原資とする不織布製品を使用する使用者及び利用者に関する情報を利用者端末１００－２に送信する（ステップＳ１１）。例えば、情報処理装置１０は、利用者Ｕ２が指定した用途「子育て支援」に対応する情報として、使用者及び利用者に関する情報を送信する。具体的な例を挙げると、情報処理装置１０は、提供サービスへの登録を行った利用者Ｕ１から投稿されたメッセージや、不織布製品を使用する使用者Ｂ１を撮像した画像（例えば、利用者Ｕ１や、施設＃１、＃２、・・・の職員などから投稿された画像）などを示す情報を送信する。
　以上のように、実施形態に係る情報処理装置１０は、子育て支援センター等の施設に訪問する利用者に対し、税金を原資として購入された不織布製品を提供する。これにより、実施形態に係る情報処理装置１０は、利用者に対して、不織布製品の提供に関する支援を行うことができる。
　また、実施形態に係る情報処理装置１０は、利用者に施設に訪問する動機付けを与えることができるため、地元の他の利用者や他の子供と触れ合い、交流する場を与え、利用者の子育てに対する不安やストレスを解消し、利用者の地元において共に子育てを行う共同体を形成することができる。
〔２．情報処理装置の構成〕
　次に、図２を用いて、情報処理装置１０の構成について説明する。図２は、実施形態に係る情報処理装置の構成例を示す図である。図２に示すように、情報処理装置１０は、通信部２０と、記憶部３０と、制御部４０とを有する。
（通信部２０について）
　通信部２０は、例えば、ＮＩＣ（Network　Interface　Card）等によって実現される。そして、通信部２０は、ネットワークＮと有線または無線で接続され、利用者端末１００、行政機関端末２００、施設端末３００、提供元端末４００等との間で情報の送受信を行う。
（記憶部３０について）
　記憶部３０は、例えば、ＲＡＭ（Random　Access　Memory）、フラッシュメモリ（Flash　Memory）等の半導体メモリ素子、または、ハードディスク、光ディスク等の記憶装置によって実現される。図２に示すように、記憶部３０は、利用者情報データベース３１と、納税者情報データベース３２と、行政機関情報データベース３３と、施設情報データベース３４とを有する。
（利用者情報データベース３１について）
　利用者情報データベース３１は、利用者に関する各種の情報を記憶する。ここで、図３を用いて、利用者情報データベース３１が記憶する情報の一例を説明する。図３は、実施形態に係る利用者情報データベースの一例を示す図である。図３の例において、利用者情報データベース３１は、「利用者ＩＤ」、「所在地」、「支払情報」、「使用者情報」といった項目を有する。
　「利用者ＩＤ」は、利用者を識別するための識別情報を示す。「所在地」は、利用者の所在地（住所等）を示す。「支払情報」は、上述の提供サービスの利用に対する料金の支払いに関する情報を示し、例えば、利用者に請求された料金の金額や、利用者が料金を支払ったか否かを示す情報が格納される。「使用者情報」は、利用者と関連付けられる使用者に関する情報を示し、「使用者ＩＤ」、「月齢」、「性別」、「サイズ」などといった項目を有する。「使用者ＩＤ」は、使用者を識別するための識別情報を示す。「月齢」は、使用者の月齢を示す。「性別」は、使用者の性別を示す。「サイズ」は、使用者が使用する不織布製品（おむつ等）のサイズを示す。
　すなわち、図３では、利用者ＩＤ「ＵＩＤ＃１」によって識別される利用者の所在地が「所在地＃１」、支払情報が「支払情報＃１」であり、当該利用者の関連付けられる使用者の使用者ＩＤが「ＢＩＤ＃１」、月齢が「１２」、性別が「男」、サイズが「Ｍ」である例を示す。
（納税者情報データベース３２について）
　納税者情報データベース３２は、行政機関に対し所定の納税制度を利用して納税を行った納税者（利用者）に関する各種の情報を記憶する。ここで、図４を用いて、納税者情報データベース３２が記憶する情報の一例を説明する。図４は、実施形態に係る納税者情報データベースの一例を示す図である。図４の例において、納税者情報データベース３２は、「利用者ＩＤ」、「納税先」、「納税額」、「用途」といった項目を有する。
　「利用者ＩＤ」は、利用者を識別するための識別情報を示す。「納税先」は、利用者が納税を行った行政機関に関する情報（例えば、行政機関を識別するための識別情報）を示す。「納税額」は、利用者が納税した金額を示す。「用途」は、利用者が納税の際に指定した税金の用途を示す。
　すなわち、図４では、利用者ＩＤ「ＵＩＤ＃１」によって識別される利用者が、納税先「納税先＃１」に対して納税を行い、納税額が「納税額＃１」、指定した用途が「用途＃１」である例を示す。
（行政機関情報データベース３３について）
　行政機関情報データベース３３は、行政機関に関する各種の情報を記憶する。ここで、図５を用いて、行政機関情報データベース３３が記憶する情報の一例を説明する。図５は、実施形態に係る行政機関情報データベースの一例を示す図である。図５の例において、行政機関情報データベース３３は、「行政機関ＩＤ」、「所在情報」、「発注情報」、「配送情報」といった項目を有する。
　「行政機関ＩＤ」は、行政機関を識別するための識別情報を示す。「所在情報」は、行政機関の所在地や、行政機関が統括する範囲などの情報を示す。「発注情報」は、行政機関が管理する施設が使用する不織布製品の発注に関する情報を示し、例えば、不織布製品の種別や数量などといった情報が格納される。「配送情報」は、行政機関が管理する施設に対する不織布製品の配送に関する情報を示し、例えば、施設ごとに配送する不織布製品の種別や数量などといった情報が格納される。
　すなわち、図５では、行政機関ＩＤ「ＧＩＤ＃１」により識別される行政機関の所在情報が「所在情報＃１」、発注情報が「発注情報＃１」、配送情報が「配送情報＃１」である例を示す。
（施設情報データベース３４について）
　施設情報データベース３４は、利用者の子育てを支援する施設に関する各種の情報を記憶する。ここで、図６を用いて、施設情報データベース３４が記憶する情報の一例を説明する。図６は、実施形態に係る施設情報データベースの一例を示す図である。図６の例において、施設情報データベース３４は、「施設ＩＤ」、「所在地」、「サービス情報」、「使用情報」、「利用状況」、「生育情報」といった項目を有する。
　「施設ＩＤ」は、施設を識別するための識別情報を示す。「所在地」は、施設の所在地（住所等）を示す。「サービス情報」は、施設が提供するサービスに関する情報を示す。「使用情報」は、施設において使用（言い換えると、利用者に提供）された不織布製品の種別や数量に関する情報を示す。「利用状況」は、利用者及び使用者の施設の利用状況を示し、例えば、利用者及び使用者が施設に訪問した日時や回数などといった情報が格納される。「生育情報」は、使用者の生育に関する情報を示し、「使用者ＩＤ」、「サイズ情報」、「身長」、「体重」、「腹囲」、「脚回り」などといった項目を有する。「使用者ＩＤ」は、使用者を識別するための識別情報を示す。「サイズ情報」は、使用者が使用する不織布製品のサイズの変化に関する情報を示す。「身長」は、使用者の身長を示す。「体重」は、使用者の体重を示す。「腹囲」は、使用者の腹囲を示す。「脚回り」は、使用者の脚周りの長さを示す。
　すなわち、図６では、施設ＩＤ「ＰＩＤ＃１」により識別される施設の所在地が「所在地＃１１」、当該施設が提供するサービスに関する情報が「サービス情報＃１」、不織布製品の使用情報が「使用情報＃１」、当該施設の利用状況が「利用状況＃１」であり、当該施設を訪問した使用者ＩＤ「ＢＩＤ＃１」により識別される使用者が使用する不織布製品のサイズ情報が「サイズ情報＃１」、身長が「身長＃１」、体重が「体重＃１」、腹囲が「腹囲＃１」、脚周りが「脚回り＃１」である例を示す。
（制御部４０について）
　制御部４０は、コントローラ（controller）であり、例えば、ＣＰＵ（Central　Processing　Unit）やＭＰＵ（Micro　Processing　Unit）等によって、情報処理装置１０内部の記憶装置に記憶されている各種プログラムがＲＡＭを作業領域として実行されることにより実現される。また、制御部４０は、コントローラであり、例えば、ＡＳＩＣ（Application　Specific　Integrated　Circuit）やＦＰＧＡ（Field　Programmable　Gate　Array）等の集積回路により実現される。実施形態に係る制御部４０は、図２に示すように、取得部４１と、提供部４２と、設定部４３と、送信部４４と、受付部４５と、配信部４６とを有し、以下に説明する情報処理の機能や作用を実現または実行する。
（取得部４１について）
　取得部４１は、不織布製品を使用する使用者と関連付けられる利用者に関する利用者情報と、当該使用者及び当該利用者が訪問する施設に関する施設情報とを取得する。例えば、図１の例において、取得部４１は、提供サービスへの登録を行った利用者に関する利用者情報と、当該利用者と関連付けられる使用者に関する使用者情報と、行政機関＃１が管理する施設＃１、＃２、・・・に関する施設情報とを行政機関端末２００から取得し、利用者情報データベース３１及び施設情報データベース３４に格納する。
（提供部４２について）
　提供部４２は、取得部４１により取得された利用者情報及び施設情報に基づいて、施設において利用者が不織布製品を受け取るための情報を施設に提供する。例えば、図１の例において、提供部４２は、利用者情報データベース３１及び施設情報データベース３４を参照し、提供サービスへの登録を行った利用者に関する利用者情報や、利用者情報が示す利用者に関連付けられる使用者に関する使用者情報を施設端末３００に提供する。
　また、提供部４２は、施設が属する行政機関が税金を原資として購入した不織布製品を受け取るための情報を提供してもよい。例えば、図１の例において、提供部４２は、施設＃１、＃２、・・・が属する行政機関＃１に納税された税金を原資として購入される不織布製品を受け取るための情報を提供する。
　また、提供部４２は、施設が属する行政機関が、当該行政機関を納税者が指定することで納められた税金を原資として購入した不織布製品を受け取るための情報を提供してもよい。例えば、図１の例において、提供部４２は、利用者Ｕ２が行政機関＃１を指定することで納められた税金を原資として購入した不織布製品を受け取るための情報を提供する。
　また、提供部４２は、施設が属する行政機関が、当該行政機関に対して税金の用途を納税者が指定可能な制度を介して納められた税金を原資として購入した不織布製品を受け取るための情報を提供してもよい。例えば、図１の例において、提供部４２は、利用者Ｕ２が、ふるさと納税の制度を介して行政機関＃１を指定し、税金の用途を「子育て支援」と指定して納めた税金を原資として購入した不織布製品を受け取るための情報を提供する。
　ここで、利用者が予め不織布製品の料金を支払い、施設に訪問した際に、当該料金により購入された不織布製品を利用者が受け取る態様で提供サービスを提供したいといった要望が考えられる。したがって、提供部４２は、利用者が購入した不織布製品を受け取るための情報を提供してもよい。例えば、提供部４２は、利用者が行政機関に対し支払った料金（言い換えると、提供サービスの利用料金）を原資として購入した不織布製品を受け取るための情報を提供してもよい。
　さらに、行政機関から利用者に提供される各種の給付金や、支援金、補助金などを、不織布製品の購入の際の原資として利用したいといった要望が考えられる。したがって、提供部４２は、利用者が属する行政機関から利用者に提供される金銭のうち、少なくとも一部を原資として当該行政機関が購入した不織布製品を受け取るための情報を提供してもよい。例えば、提供部４２は、行政機関から利用者に提供される各種の給付金や、支援金、補助金などといった金銭のうち、少なくとも一部を原資として購入した不織布製品を受け取るための情報を提供する。なお、行政機関は、不織布製品の購入に用いた金額分を控除した金銭を利用者に提供してもよい。
　さらに、利用者等に対する広告配信により得られる広告収入を、不織布製品の購入の際の原資として利用したいといった要望が考えられる。したがって、提供部４２は、使用者に関する使用者情報、並びに、利用者に関する利用者情報に基づき利用者に配信される広告の広告収入を原資とする不織布製品を受け取るための情報を提供してもよい。ここで、広告は、使用者の成長に応じた保険（例えば、学資保険や、医療保険など）や、使用者に応じた食品（例えば、離乳食や、使用者が有するアレルギーに対応するアレルゲンを含まない食品）、使用者の性別及び成長に応じた被服、使用者の性別及び成長に応じた玩具などに関する広告であってもよい。また、広告は、使用者及び利用者の誕生日や記念日（例えば、お宮参りや、お食い初め、初節句など）に応じたタイミングで配信されてもよい。また、広告は、利用者が居住するエリアに所在する店舗に関する広告であって、当該店舗において利用可能なクーポン等を含む広告であってもよい。
　なお、不織布製品の原資となる広告収入は、行政機関により行われる広告配信により行政機関が得るものであってもよく、情報処理装置１０により行われる広告配信により情報処理装置１０の管理者等が得るものであってもよい。また、広告収入に限らず、使用者情報や利用者情報に基づき利用者等に配信される各種のコンテンツによる収益が、不織布製品の原資として用いられてもよい。
　さらに、利用者端末１００等を用いた認証を行うことにより、施設側のオペレーションの負担を軽減したいといった要望が考えられる。したがって、提供部４２は、利用者が不織布製品を受け取るための情報として、施設に紐付けられる情報であって、利用者が利用する利用者端末により読み取られる情報を提供してもよい。例えば、提供部４２は、施設を識別するための識別情報を示す施設識別情報（例えば、ＱＲコード（登録商標））を施設端末３００に提供する。そして、利用者は、利用者端末１００にインストールされた所定のアプリケーション（例えば、情報処理装置１０から配信される、提供サービスに関するアプリケーション）を介して、施設端末３００に表示される施設識別情報、若しくは、所定の媒体に印刷された施設識別情報を撮影し、施設識別情報と、利用者を識別する利用者識別情報とを情報処理装置１０に送信する。ここで、情報処理装置１０は、受け付けた利用者識別情報が示す利用者が提供サービスへの登録を行っており、且つ、施設識別情報が示す施設が、当該利用者が属する行政機関に管理される施設である場合、当該利用者に対し不織布製品を提供する旨の画面や、所定の音声を利用者端末１００に出力させる。
　なお、利用者が行政機関に対し支払った料金を原資として購入された不織布製品を提供する場合、情報処理装置１０は、さらに、利用者情報データベース３１に格納された支払情報を参照し、利用者識別情報が示す利用者が提供サービスに関する料金の支払いを行ったか否かを照合してもよい。そして、利用者が料金の支払いを行っている場合、情報処理装置１０は、利用者に対し不織布製品を提供する旨の画面や、所定の音声を利用者端末１００に出力させる。
　なお、提供部４２は、施設において利用者が不織布製品を受け取るための情報を利用者に提供してもよい。例えば、提供部４２は、利用者端末１００に表示される所定の認証情報を提供する。そして、施設の職員は、利用者から提示される認証情報に基づき、利用者に不織布製品を提供する。
　また、提供部４２は、施設に設置された装置（ディスペンサー等）から不織布製品を受け取るための情報を利用者に提供してもよい。例えば、提供部４２は、施設に設置された装置により読み取られる認証情報を利用者端末１００に提供する。そして、利用者は、利用者端末１００を介して認証情報を施設に設置された装置に読み取らせ、当該装置から排出される不織布製品を受け取る。
（設定部４３について）
　設定部４３は、納税者に対し、納税に対する対価を設定する。例えば、図１の例において、設定部４３は、納税者情報データベース３２を参照し、利用者Ｕ２が行政機関＃１に納税する際に、利用者Ｕ２により予め指定された返礼品を設定する。
（送信部４４について）
　送信部４４は、納税に応じて、使用者及び利用者に関する情報を納税者に送信する。例えば、図１の例において、送信部４４は、提供サービスへの登録を行った利用者Ｕ１から投稿されたメッセージや、不織布製品を使用する使用者Ｂ１を撮像した画像などを示す情報を送信する。
（受付部４５について）
　受付部４５は、使用者及び利用者の施設の利用状況を施設から受け付ける。例えば、図１の例において、受付部４５は、所定の期間ごとに、対応する期間における施設＃１、＃２、・・・の利用状況を施設端末３００から受け付け、施設情報データベース３４に格納する。具体的な例を挙げると、受付部４５は、提供サービスへの登録を行った利用者が、施設＃１、＃２、・・・に訪問した回数や、いずれの施設に訪問したか、訪問した日時などを示す利用状況を受け付ける。
　また、受付部４５は、使用者の生育に関する生育情報を施設から受け付けてもよい。例えば、図１の例において、受付部４５は、所定の期間ごとに、施設＃１、＃２、・・・の職員が記録した使用者の生育情報を施設端末３００から受け付け、施設情報データベース３４に格納する。具体的な例を挙げると、受付部４５は、使用者の身長や、体重、腹囲、脚回りの長さなどを示す生育情報を受け付ける。
　また、受付部４５は、施設において使用者に使用される不織布製品に基づく生育情報を受け付けてもよい。例えば、受付部４５は、施設において使用者に使用される不織布製品のサイズの変化に基づく使用者の成長曲線を示す生育情報を受け付ける。
　また、受付部４５は、施設における不織布製品の使用に関する使用情報を施設から受け付けてもよい。例えば、図１の例において、受付部４５は、所定の期間ごとに、対応する期間における施設＃１、＃２、・・・の不織布製品の使用情報を施設端末３００から受け付け、施設情報データベース３４に格納する。具体的な例を挙げると、使用された不織布製品の種別や数量などを示す使用情報を受け付ける。
（配信部４６について）
　配信部４６は、受付部４５により受け付けられた利用状況を施設が属する行政機関に配信する。例えば、図１の例において、配信部４６は、施設情報データベース３４を参照し、提供サービスへの登録を行った利用者ごとに、施設＃１、＃２、・・・の利用状況を集計した情報を配信する。
　また、配信部４６は、受付部４５により受け付けられた生育情報を施設が属する行政機関に配信してもよい。例えば、図１の例において、配信部４６は、施設情報データベース３４を参照し、使用者ごとの生育情報の変化を示す情報（例えば、生育情報に基づき推定される使用者の成長曲線）を配信する。
　また、配信部４６は、受付部４５により受け付けられた使用情報に基づいて、不織布製品の発注に関する発注情報を施設が属する行政機関に配信してもよい。例えば、図１の例において、配信部４６は、施設情報データベース３４を参照し、施設＃１、＃２、・・・において使用された不織布製品を集計した結果を示す発注情報を配信する。
　また、配信部４６は、施設において使用された不織布製品の種別及び数量を示す使用情報に基づいて、発注情報を配信してもよい。例えば、図１の例において、配信部４６は、不織布製品の種別ごとに、施設＃１、＃２、・・・において使用された数量を集計し、集計した結果を示す発注情報を配信する。
　また、配信部４６は、さらに、使用情報に基づいて、施設の各々に対する不織布製品の配送に関する配送情報を施設が属する行政機関に配信してもよい。例えば、図１の例において、配信部４６は、施設＃１、＃２、・・・の各々において、在庫が所定の閾値以下である不織布製品の種別や、当該種別の不織布製品の在庫が一定以上となるために要する数量を示す配送情報を配信する。
　なお、配信部４６は、各施設における利用状況に応じた発注情報及び配送情報を配信してもよい。例えば、図１を例にして説明すると、施設＃１に訪問する使用者のうち、Ｌサイズのおむつを使用する使用者の割合が第１の閾値以上であり、Ｓサイズのおむつを使用する使用者の割合が第１の閾値よりも低い第２の閾値以下である場合（言い換えると、施設＃１に訪問する使用者の大半がＬサイズのおむつを使用する場合）、配信部４６は、施設＃１におけるＬサイズのおむつの在庫が、施設＃１におけるＳサイズのおむつの在庫よりも多くなるように、施設＃１の発注分を調整した発注情報を配信する。また、配信部４６は、施設＃１におけるＬサイズのおむつの在庫が、施設＃１におけるＳサイズのおむつの在庫よりも多くなるように調整した発注情報を配信する。
　また、配信部４６は、行政機関が管理する施設において、いずれかの種別の不織布製品の在庫が所定の閾値以下となった場合に、在庫が所定の閾値以下となった不織布製品の種別や、当該種別の不織布製品の在庫が一定以上となるために要する数量などを示す発注情報及び配送情報を行政機関に配信してもよい。
　ここで、施設が提供するサービスに応じた不織布製品の提供を可能にしたいといった要望が考えられる。したがって、配信部４６は、施設が提供するサービスに応じて使用される不織布製品を示す使用情報に基づいて、発注情報を配信してもよい。例えば、配信部４６は、施設情報データベース３４を参照し、施設がプール遊びのサービスを提供する場合、当該サービスに対応する不織布製品（水遊びパンツ等）の発注情報及び配送情報を行政機関に配信する。
〔３．提供処理手順〕
　次に、図７を用いて、実施形態に係る情報処理装置１０が実行する提供処理の手順について説明する。図７は、実施形態に係る情報処理装置が実行する提供処理の流れの一例を示すフローチャートである。
　図７に示すように、情報処理装置１０は、不織布製品を使用する使用者と関連付けられる利用者に関する利用者情報と、当該使用者及び当該利用者が訪問する施設に関する施設情報とを取得する（ステップＳ１０１）。続いて、情報処理装置１０は、利用者情報及び施設情報に基づいて、施設において利用者が不織布製品を受け取るための情報を施設に提供する（ステップＳ１０２）。続いて、情報処理装置１０は、施設における不織布製品の使用に関する使用情報を施設から受け付ける（ステップＳ１０３）。続いて、情報処理装置１０は、不織布製品を発注するタイミングであるか否かを判定する（ステップＳ１０４）。不織布製品を発注するタイミングではない場合（ステップＳ１０４；Ｎｏ）、情報処理装置１０は、処理を終了する。一方、不織布製品を発注するタイミングである場合（ステップＳ１０４；Ｙｅｓ）、情報処理装置１０は、不織布製品の発注に関する発注情報を施設が属する行政機関に配信し（ステップＳ１０５）、処理を終了する。
〔４．変形例〕
　上述した情報処理装置１０は、上記実施形態以外にも種々の異なる形態にて実施されてよい。
〔４－１．使用者と関連付けられる利用者について〕
　上述の実施形態において、利用者が使用者の母親である例を示したが、使用者と関連付けられる利用者はこのような例に限定されず、行政機関や、施設、提供サービスへの登録を行った登録者などにより任意に設定されてもよい。例えば、使用者と所定の関係性を有する利用者は、使用者の所定の範囲内の親族（例えば、３親等）であってもよい。
〔４－２．使用済みの不織布製品について〕
　施設において利用者に提供され、使用者に使用された使用済みの不織布製品は任意の態様で処理されてよい。例えば、使用済みの不織布製品は、施設が引き取り、リサイクル対象として所定の業者に回収されてもよい。また、使用済みの不織布製品は、施設が引き取り、リサイクルのための処理（炭素化等）が行われてもよい。また、施設は、使用済みの不織布製品を利用者が持ち帰るために、防水機能や消臭機能を有する袋等を利用者に提供してもよい。
〔４－３．その他〕
　上記した各処理のうち、自動的に行われるものとして説明した処理の全部または一部は、手動的に行われてもよい。また、手動的に行われるものとして説明した処理の全部または一部は、公知の方法で自動的に行われてもよい。この他、上記文書中や図面中で示した処理手順、具体的名称、各種のデータやパラメータを含む情報については、特記する場合を除いて任意に変更することができる。例えば、各図に示した各種情報は、図示した情報に限られるものではない。
　また、図示した各装置の各構成要素は機能概念的なものであり、必ずしも物理的に図示の如く構成されなくともよい。すなわち、各装置の分散・統合の具体的形態は図示のものに限られない。また、各構成要素は、その全部または一部を、各種の負荷や使用状況などに応じて、任意の単位で機能的または物理的に分散・統合して構成してもよい。また、上記してきた各処理は、矛盾しない範囲で適宜組み合わせて実行されてもよい。
〔５．ハードウェア構成〕
　また、上述した実施形態に情報処理装置１０や、利用者端末１００、行政機関端末２００、施設端末３００、提供元端末４００は、例えば図８に示すような構成のコンピュータ１０００によって実現される。図８は、ハードウェア構成の一例を示す図である。コンピュータ１０００は、出力装置１０１０、入力装置１０２０と接続され、演算装置１０３０、キャッシュ１０４０、メモリ１０５０、出力ＩＦ（Interface）１０６０、入力ＩＦ１０７０、ネットワークＩＦ１０８０がバス１０９０により接続される。
　演算装置１０３０は、キャッシュ１０４０やメモリ１０５０に格納されたプログラムや入力装置１０２０から読み出したプログラム等に基づいて動作し、各種の処理を実行する。キャッシュ１０４０は、ＲＡＭ等、演算装置１０３０が各種の演算に用いるデータを一次的に記憶するキャッシュである。また、メモリ１０５０は、演算装置１０３０が各種の演算に用いるデータや、各種のデータベースが登録される記憶装置であり、ＲＯＭ(Read　Only　Memory)、ＨＤＤ（Hard　Disk　Drive）、フラッシュメモリ等により実現されるメモリである。
　出力ＩＦ１０６０は、モニタやプリンタといった各種の情報を出力する出力装置１０１０に対し、出力対象となる情報を送信するためのインタフェースであり、例えば、ＵＳＢ（Universal　Serial　Bus）やＤＶＩ（Digital　Visual　Interface）、ＨＤＭＩ（登録商標）（High　Definition　Multimedia　Interface）といった規格のコネクタにより実現されてよい。一方、入力ＩＦ１０７０は、マウス、キーボード、およびスキャナ等といった各種の入力装置１０２０から情報を受信するためのインタフェースであり、例えば、ＵＳＢ等により実現される。
　例えば、入力装置１０２０は、ＣＤ（Compact　Disc）、ＤＶＤ（Digital　Versatile　Disc）、ＰＤ（Phase　change　rewritable　Disk）等の光学記録媒体、ＭＯ（Magneto-Optical　disk）等の光磁気記録媒体、テープ媒体、磁気記録媒体、または半導体メモリ等から情報を読み出す装置により実現されてもよい。また、入力装置１０２０は、ＵＳＢメモリ等の外付け記憶媒体により実現されてもよい。
　ネットワークＩＦ１０８０は、ネットワークＮを介して他の機器からデータを受信して演算装置１０３０へ送り、また、ネットワークＮを介して演算装置１０３０が生成したデータを他の機器へ送信する機能を有する。
　ここで、演算装置１０３０は、出力ＩＦ１０６０や入力ＩＦ１０７０を介して、出力装置１０１０や入力装置１０２０の制御を行うこととなる。例えば、演算装置１０３０は、入力装置１０２０やメモリ１０５０からプログラムをキャッシュ１０４０上にロードし、ロードしたプログラムを実行する。例えば、コンピュータ１０００が情報処理装置１０として機能する場合、コンピュータ１０００の演算装置１０３０は、キャッシュ１０４０上にロードされたプログラムを実行することにより、制御部１３０の機能を実現することとなる。
　以上、本願の実施形態を図面に基づいて詳細に説明した。しかしながら、これらは例示であり、本願の実施形態は、発明の開示の欄に記載の態様を始めとして、所謂当業者の知識に基づいて種々の変形、改良を施した他の形態で実施することが可能である。また、上述してきた「部（section、module、unit）」は、「手段」や「回路」などに読み替えることができる。

Claims (18)

  1. 　不織布製品を使用する使用者と関連付けられる利用者に関する利用者情報と、当該使用者及び当該利用者が訪問する施設に関する施設情報とを取得する取得手順と、
    　前記取得手順により取得された利用者情報及び施設情報に基づいて、前記施設において前記利用者が不織布製品を受け取るための情報を前記施設に提供する提供手順と
    　をコンピュータに実行させることを特徴とする提供プログラム。
  2. 　前記提供手順は、
    　前記施設が属する行政機関が税金を原資として購入した不織布製品を受け取るための情報を提供する
    　ことを特徴とする請求項１に記載の提供プログラム。
  3. 　前記提供手順は、
    　前記施設が属する行政機関が、当該行政機関を納税者が指定することで納められた税金を原資として購入した不織布製品を受け取るための情報を提供する
    　ことを特徴とする請求項１または２に記載の提供プログラム。
  4. 　前記提供手順は、
    　前記施設が属する行政機関が、当該行政機関に対して税金の用途を納税者が指定可能な制度を介して納められた税金を原資として購入した不織布製品を受け取るための情報を提供する
    　ことを特徴とする請求項３に記載の提供プログラム。
  5. 　納税者に対し、納税に対する対価を設定する設定手順
    　をさらにコンピュータに実行させることを特徴とする請求項３または４に記載の提供プログラム。
  6. 　納税に応じて、前記使用者及び前記利用者に関する情報を納税者に送信する送信手順
    　をさらにコンピュータに実行させることを特徴とする請求項３から５のうちいずれか１つに記載の提供プログラム。
  7. 　前記提供手順は、
    　前記利用者が購入した不織布製品を受け取るための情報を提供する
    　ことを特徴とする請求項１から６のうちいずれか１つに記載の提供プログラム。
  8. 　前記提供手順は、
    　前記利用者が属する行政機関から前記利用者に提供される金銭のうち、少なくとも一部を原資として当該行政機関が購入した不織布製品を受け取るための情報を提供する
    　ことを特徴とする請求項１から７のうちいずれか１つに記載の提供プログラム。
  9. 　前記使用者及び前記利用者の前記施設の利用状況を前記施設から受け付ける第１受付手順と、
    　前記第１受付手順により受け付けられた利用状況を前記施設が属する行政機関に配信する第１配信手順と
    　をさらにコンピュータに実行させることを特徴とする請求項１から８のうちいずれか１つに記載の提供プログラム。
  10. 　前記使用者の生育に関する生育情報を前記施設から受け付ける第２受付手順と、
    　前記第２受付手順により受け付けられた生育情報を前記施設が属する行政機関に配信する第２配信手順と
    　をさらにコンピュータに実行させることを特徴とする請求項１から９のうちいずれか１つに記載の提供プログラム。
  11. 　前記第２受付手順は、
    　前記施設において前記使用者に使用される不織布製品に基づく前記生育情報を受け付ける
    　ことを特徴とする請求項１０に記載の提供プログラム。
  12. 　前記施設における不織布製品の使用に関する使用情報を前記施設から受け付ける第３受付手順と、
    　前記第３受付手順により受け付けられた使用情報に基づいて、不織布製品の発注に関する発注情報を前記施設が属する行政機関に配信する第３配信手順と
    　をさらにコンピュータに実行させることを特徴とする請求項１から１１のうちいずれか１つに記載の提供プログラム。
  13. 　前記第３配信手順は、
    　前記施設において使用された不織布製品の種別及び数量を示す前記使用情報に基づいて、前記発注情報を配信する
    　ことを特徴とする請求項１２に記載の提供プログラム。
  14. 　前記第３配信手順は、
    　前記施設が提供するサービスに応じて使用される不織布製品を示す前記使用情報に基づいて、前記発注情報を配信する
    　ことを特徴とする請求項１２または１３に記載の提供プログラム。
  15. 　前記第３配信手順は、
    　さらに、前記使用情報に基づいて、前記施設の各々に対する不織布製品の配送に関する配送情報を前記施設が属する行政機関に配信する
    　ことを特徴とする請求項１２から１４のうちいずれか１つに記載の提供プログラム。
  16. 　前記提供手順は、
    　前記利用者が不織布製品を受け取るための情報として、前記施設に紐付けられる情報であって、前記利用者が利用する利用者端末により読み取られる情報を提供する
    　ことを特徴とする請求項１から１５のうちいずれか１つに記載の提供プログラム。
  17. 　不織布製品を使用する使用者と関連付けられる利用者に関する利用者情報と、当該使用者及び当該利用者が訪問する施設に関する施設情報とを取得する取得部と、
    　前記取得部により取得された利用者情報及び施設情報に基づいて、前記施設において前記利用者が不織布製品を受け取るための情報を前記施設に提供する提供部と
    　を有することを特徴とする提供装置。
  18. 　コンピュータが実行する提供方法であって、
    　不織布製品を使用する使用者と関連付けられる利用者に関する利用者情報と、当該使用者及び当該利用者が訪問する施設に関する施設情報とを取得する取得工程と、
    　前記取得工程により取得された利用者情報及び施設情報に基づいて、前記施設において前記利用者が不織布製品を受け取るための情報を前記施設に提供する提供工程と
    　を含むことを特徴とする提供方法。
