不动产资料上传方法、装置、计算机设备和存储介质
本申请要求于2018年4月20日提交中国专利局、申请号为2018103614130,申请名称为“不动产资料上传方法、装置、计算机设备和存储介质”的中国专利申请的优先权,其全部内容通过引用结合在本申请中。
技术领域
本申请涉及到计算机技术领域,特别是涉及到不动产资料上传方法、装置、计算机设备和存储介质。
背景技术
不动产登记流程是:提交申请、审核、登簿、制证、领证等。现有的完成一次不动产登记,需要用户到不动产中心排队,时间成本较高;而且不动产中心的上班时间有限,只有工作日才提供服务,而在工作中需要现场填写待登记的不动产信息等,然后进行人为确认,耗费时间,而且容易出现虚假登记等情况。
技术问题
本申请的主要目的为提供一种无须到不动产登记中心排队填写登记资料的不动产资料上传方法、装置、计算机设备和存储介质。
技术解决方案
为了实现上述申请目的,本申请提出一种不动产资料上传方法,用于在不动产登记中心之外的场所进行不动产资料上传,所述方法包括:
接收业务员输入的原产权人的第一身份信息和第一不动产信息;
拍摄所述原产权人当前的第一人脸照片,以及根据所述原产权人的身份信息到公安系统调用原产权人的第一备案图片;
判断所述第一人脸照片与所述第一备案图片是否为同一人的照片;
如果是同一人的照片,则从所述不动产登记中心的服务器调取所述原产权人的第二不动产信息;
判断所述第一不动产信息和第二不动产信息是否一致;
根据判断结果,选择对应的上传规则将待登记的不动产信息上传到不动产登记中心的服务器。
本申请还提供一种不动产资料上传装置,用于在不动产登记中心之外的场所进行不动产资料上传,所述装置包括:
接收单元,用于接收业务员输入的原产权人的第一身份信息和第一不动产信息;
拍摄调用单元,用于拍摄所述原产权人当前的第一人脸照片,以及根据所述原产权人的身份信息到公安系统调用原产权人的第一备案图片;
第一判断单元,用于判断所述第一人脸照片与所述第一备案图片是否为同一人的照片;
第一调用单元,用于如果是同一人的照片,则从所述不动产登记中心的服务器调取所述原产权人的第二不动产信息;
第二判断单元,用于判断所述第一不动产信息和第二不动产信息是否一致;
执行单元,用于根据判断结果,选择对应的上传规则将待登记的不动产信息上传到不动产登记中心的服务器。
本申请还提供一种计算机设备,包括存储器和处理器,所述存储器存储有计算机可读指令,所述处理器执行所述计算机可读指令时实现上述任一项所述方法的步骤。
本申请还提供一种计算机非易失性可读存储介质,其上存储有计算机可读指令,所述计算机可读指令被处理器执行时实现上述任一项所述的方法的步骤。
有益效果
本申请的不动产资料上传方法、装置、计算机设备和存储介质,其设置有不动产登记业务系统,该不动产登记业务系统一般设置于银行或房产中介的办公场地,新产权人与原产权人进行不动产更改登记时,无需一起到不动产登记中心进行排队填写房产信息等资料,而是在银行或房产中介处的计算机设备上的不动产登记业务系统上填写待登记的不动产信息等即可,而为了辨识原产权人是否为真的原产权人,会将其现场拍摄的照片与公安系统的备案照片进行比对,以及对业务员输入的房产信息与从不动产登记中心处调用的信息进行对比,然后根据比对结果选择对应的上传规则上传待登记的不动产信息。本发明在不动产登记时,无需原产权人和新产权人到不动产登记中心进行填写登记资料,节约原产权人和新产权人的时间成本;又因为进行图片比对,可以防止虚假登记的情况发生。而不动产登记中心的工作人员则可以根据接收到的待登记的不动产信息进行简单的审核即可。本申请因为无需办理不动产登记的人员到不动产登记中心办理登记业务,所以办公现场减少了排队填写不动产信息的人员,所以降低办公环境的嘈杂程度,提高不动产中心的办公环境等。

本发明的最佳实施方式
参照图1,一种不动产资料上传方法,用于在不动产登记中心之外的场所进行不动产资料上传,所述方法包括步骤:
S1、接收业务员输入的原产权人的第一身份信息和第一不动产信息;
S2、拍摄所述原产权人当前的第一人脸照片,以及根据所述原产权人的身份信息到公安系统调用原产权人的第一备案图片;
S3、判断所述第一人脸照片与所述第一备案图片是否为同一人的照片;
S4、如果是同一人的照片,则从所述不动产登记中心的服务器调取所述原产权人的第二不动产信息;
S5、判断所述第一不动产信息和第二不动产信息是否一致;
S6、根据判断结果,选择对应的上传规则将待登记的不动产信息上传到不动产登记中心的服务器。
本实施例中,上述不动产登记中心是承担不动产登记有关政策、业务、技术等的支撑工作以及国土资源法律事务工作的场所,其会在不同的行政区域设置对应的办事处等,比如深圳市不动产登记中心,其主要办理深圳市的不动产登记业务等。
如上述步骤S1所述,一般在办公设备上安装不动产登记业务系统,上述不动产登记业务系统呈现在计算机的屏幕上的内容是一个线上登记页面,其设置有业务员输入待登记的房产信息的输入窗口,以及其它如影像资料、合同资料的输入窗口等。上述的原产权人是指不动产的原主人,其将不动产转移或抵押给其他人。上述的第一身份信息一般为原产权人的身份证信息,至少包括身份证号和姓名等。上述第一不动产信息是指业务员输入到不动产登记业务系统的不动产信息,如不动产的面积、地址、是否质押等信息。上述业务员是指银行、房产中介等的工作人员,将不动产登记业务系统安装在银行或房产中介等被授权的单位的计算机设备上,方便管理和维护。在其它实施例中,上述不动产登记业务系统还可以是广泛应用于公民的系统,公民可以在自己家的电脑等计算机设备安装使用,此时上述业务员是指将原产权人的第一身份信息和第一不动产信息输入系统的人,如原产权人自己等。
如上述步骤S2所述,上述不动产登记业务系统会控制与其连接的摄像头拍摄原产权人的脸部照片(通常为正脸照,即含有人脸五官的照片),即上述的第一人脸照片。上述第一备案图片是指原产权人办理身份证时的图片。本实施例中,上述不动产登记业务系统是公安系统授权的系统,公安系统允许不动产登记业务系统访问其存储有身份证的数据库,因此不动产登记业务系统可以根据获取到的身份证号到公安系统中调用与其对应的身份证图片,而身份证图片上有人脸图片,该人脸图片即为上述的第一备案图片。
如上述步骤S3所述,比对第一人脸照片和第一备案图片,其比对方法包括:将第一人脸照片输入到预设的人脸识别模型中进行训练输出第一人脸照片的特征向量,以及将第一备案图片输入到上述的人脸识别模型中进行训练输出第一备案图片的特征向量,然后将第一人脸照片的特征向量和第一备案图片的特征向量进行比较,若两者之间的相似度达到预设阈值,则判定第一人脸照片与第一备案图片为同一人的照片,否者判定第一人脸照片与第一备案图片不是同一人的照片。
如上述步骤S4和S5所述,上述第二不动产信息时是指不动产登记中心存储的信息。当第一人脸照片与第一备案图片为同一人的照片时,说明当前办理登记的原产权人的身份信息正确,此时,根据原产权人的身份信息调用其在不动产登记中心对应的第二不动产信息。然后,判断所述第一不动产信息和第二不动产信息是否一致,比如,判断地址是否相同、抵押状态是否相同等。如果相同,则说明上述业务员输入的信息是正确的,若不相同,则说明第一不动产信息是错误的。
如上述步骤S6所述,上述第一不动产信息和第二不动产信息是否一致的情况不同,其上传规则也不同。具体地,如果第一不动产信息和第二不动产信息一致,则直接将所述待登记的不动产信息上传到不动产登记中心的服务器;如果第一不动产信息和第二不动产信息不一致,则将所述待登记的不动产信息添加第一提醒标签后上传到不动产登记中心的服务器,即,第一不动产信息和第二不动产信息虽然不一致,但是仍然会将待登记的不动产信息上传给不动产登记中心的服务器,但是会在上传的信息上添加一个用于提醒的第一提醒标签,当不动产登记中心的工作人员看到加有第一提醒标签的待登记的不动产信息时,会对其严格监控和审核,以防止虚假登记的情况发生。在其它实施例中,当第一不动产信息和第二不动产信息不一致时,还可以选择不上传待登记的不动产信息,并提醒原产权人等亲自到不动产登记中心办理登记手续等。
本实施例中,上述不动产登记业务系统接收业务员输入的原产权人的第一身份信息和第一不动产信息的步骤S1之前,包括:
S101、获取所述业务员的登录信息;
S102、判断所述登录信息是否是注册过的信息;
S103、若是,则与所述不动产登记中心的服务器连接。
如上述步骤S101至S103所述,上述业务员会预选在不动产登记业务系统上注册账户,在登陆的时候先输入注册的账户名和密码,登陆成功后,才会与不动产登记中心的服务器连接。本实施例中,不动产登记业务系统是通过http协议的接口与不动产登记中心的服务器连接。在本实施例中,在与不动产登记中心的服务器连接后,会发送一个标签给不动产登记中心的服务器,该标签如网关的IP地址等,以方便不动产登记中心的服务器判断不动产登记业务系统是否是在授权的网络环境登陆等。比如,登陆不动产登记业务系统的计算机通过网关A后连接不动产登记中心的服务器,如果网关A在不动产登记中心的服务器已备案,则判定业务员当前的登录环境是授权环境,可以继续使用,否则,不动产登记中心的服务器禁止对不动产登记业务系统开放数据交互接口。
本实施例中,上述待登记的不动产信息包括新产权人的身份信息;所述根据判断结果,选择对应的上传规则将待登记的不动产信息上传到不动产登记中心的服务器的步骤S6之前,包括:
S601、拍摄所述新产权人当前的第二人脸照片,以及根据所述新产权人的身份信息到公安系统调用所述新产权人的第二备案图片;
S602、判断所述第二人脸照片与所述第二备案图片是否为同一人的照片;
S603、如果所述第二人脸照片与所述第二备案图片是同一人的照片,则判断所述新产权人是否符合所处区域的购房条件;
S604、如果所述新产权人不符合所处区域的购房条件,则在所述待登记的不动产信息上添加第二提醒标签。
如上述步骤S601和S602所述,上述不动产登记业务系统会控制与其连接的摄像头拍摄新产权人的脸部照片,即上述的第二人脸照片。上述第二备案图片是指新产权人办理身份证时的图片。比对第二人脸照片和第二备案图片,其比对方法包括:将第二人脸照片输入到预设的人脸识别模型中进行训练输出第二人脸照片的特征向量,以及将第二备案图片输入到上述的人脸识别模型中进行训练输出第二备案图片的特征向量,然后将第二人脸照片的特征向量和第二备案图片的特征向量进行比较,若两者之间的相似度达到预设阈值,则判定第二人脸照片与第二备案图片为同一人的照片,否者判定第二人脸照片与第二备案图片不是同一人的照片。
如上述步骤S603和S604所述,因为新产权人通过上述比对,已经确认其为真实有效的公民,所以可以对其是否具有购买不同产的权限进行确定。因为在不同的地方会有不同的购房限制,比如,深圳买房是限购的,每户限购两套,如果新产权人购买的的房产是深圳房产,且其名下已经含有两套房产,则无需执行上述S6步骤。具体的,获取新产权人待登记房产所在城市的限购条件,比如,在深圳,深户的家庭限购两套,外地人在深圳社保满2年限购两套等,那么,先获取新产权人户口所在地,然后,判断其是否属于深户,如果是,则查看该新产权人是否拥有两套或两套以上的房产,如果否,则可以将资料上传到不动产中心,如果是,则提醒该新产权人没有购买资格,无需将资料上传到不动产中心。在其它具体实施例中,还会判断该房产是否为遗产获取而得的,如果是则会进行相应的处理,如做出第二提醒标签,然后上传到不动产中心等。
本实施例中,上述判断所述第一人脸照片与所述第一备案图片是否为同一人的照片的步骤S3之后,包括:如果所述第一人脸照片与所述第一备案图片为同一人的照片,则到网上追逃人员库中查找与原产权人匹配的身份信息;如果在所述网上追逃人员库中查找与原产权人匹配的身份信息,则自动报警。
本步骤中,因为第一人脸照片与第一备案图片是同一人的照片,所以可以确定原产权人是真实有效的公民。此时,不动产登记业务系统会自动链接到网上追逃人员库中查找与原产权人身份证信息相匹配的在逃人员信息,如果查找到相同的在逃人员信息,则说明原产权人是网上追逃人员,系统会后台发出报警信号。报警信号可以是通知不动产登记业务系统的管理人员,比如不动产登记业务系统安装于某银行的场地,那么报警信号可以通过后台发送给银行安保部门。在另一具体实施中,还可以通过后台直接连接110报警平台,其会将对应的地址信息等相关信息发送给110报警平台等。
同样的,申述判断所述第二人脸照片与所述第二备案图片是否为同一人的照片的步骤S602之后,包括:如果所述第二人脸照片与所述第二备案图片为同一人的照片,则到公安系统中的网上追逃人员库中查找与新产权人匹配的身份信息;如果在所述网上追逃人员库中查找与新产权人匹配的身份信息,则自动报警。其操作过程与上述的步骤S31相同,不在赘述。
本实施例中,上述拍摄所述原产权人当前的第一人脸照片的步骤之后,包括:
S11、对拍摄区域内的拍摄物进行活体检测;
S12、如果检测结果为所述拍摄物为活体,则判定所述第一人脸照片为可用照片。
如上述步骤S11和S12所述,对拍摄区域内拍摄物进行活体检测,以防止他人利用不动产信息对应的产权人的照片欺骗系统。对拍摄区域内的拍摄物进行活体检测的方式包括多种,比如根据光流法,利用图像序列中的像素强度数据的时域变化和相关性来确定各自像素位置的“运动”,从图像序列中得到各个像素点的运行信息,采用高斯差分滤波器、LBP(Local Binary Pattern,是一种用来描述图像局部特征的算子)特征和支持向量机进行数据统计分析。这种活体检测方式可以在用户无配合的情况下实现盲测。或者,利用3D摄像头拍摄人脸,得到相应的人脸区域的3D数据,并基于这些数据做进一步的分析, 最终判断出这个人脸是来自活体还是非活体。这里非活体的来源是比较广泛的,包括手机和Pad等介质的照片和视频、各种打印的不同材质的照片(这里包含各种情形的弯曲、折叠、剪裁、挖洞等情形)等。基于活体和非活体的3D人脸数据,选择最具有区分度的特征来训练分类器,利用训练好的分类器来区分活体和非活体。或者,向拍摄区域进行超声波扫描,并接收超声波的反射波;根据反射波判断拍摄区域的物体的基本轮廓;若轮廓符合预设的标准,则判定当前拍摄的图片是真人,其原理是:如果当前拍摄的图片是一个海报,那么海报必须较为平整的展开,此时其轮廓是一个平面,而如果是真人,其轮廓是一个3d轮廓等。在另一实施例中,还会在上述拍摄新产权人当前的第二人脸照片的步骤之后进行同样的活体检测步骤。
本实施例中,上述根据判断结果,选择对应的上传规则将待登记的不动产信息上传到不动产登记中心的服务器的步骤S6之前,包括:
S61、在所述待登记的不动产信息中添加“参与叫号的时间信息”的第三提醒标记。
如上述步骤S61所述,上述“参与叫号的时间信息”是指可以到不动产登记中心现场办理后续业务的时间,将该第三提醒标记附加到待登记的不动产信息中,当将待登记的不动产信息上传给不动产登记中心的服务器后,不动产登记中心的服务器会根据第三提醒标记生成一个叫号信息进行反馈。具体地,在发送待登记的不动产信息至不动产登记中心的服务器之前,会弹出一个流程时间表,比如10天后可以去不动产登记中心办理领证业务等,那么新产权人可以根据自己的时间输入一个10天之后的时间,如第11天等,当上述不动产登记中心的服务器获取到第11天对应的具体日期后,会根据登记时间的先后顺序生成一个叫号信息进行反馈,新产权人无需到现场进行排队领号,节约时间。
本实施例中,上述不动产登记业务系统接收业务员输入的原产权人的第一身份信息和第一不动产信息的步骤之前,包括:若原产权人的身份证号忘记,则可以根据原业主的姓名以及提供的房产信息进行逆向检索,得出完整的原业主的房产登记信息,从该房屋登记信息得出原业主的身份证号。即,在系统中输入原业主的姓名和房产信息进行检索,得到该原业主在不动产中心的全部登记信息,而全部登记信息包含有身份证号。
本实施例的不动产资料上传方法,其不动产登记业务系统一般设置于银行或房产中介的办公场地,新产权人与原产权人进行不动产更改登记时,无需一起到不动产登记中心进行排队填写房产信息等资料,而是在银行或房产中介处的计算机设备上的不动产登记业务系统上填写待登记的不动产信息等即可,而为了辨识原产权人是否为真的原产权人,会将其现场拍摄的照片与公安系统的备案照片进行比对,以及对业务员输入的房产信息与从不动产登记中心处调用的信息进行对比,然后根据比对结果选择对应的上传规则上传待登记的不动产信息,如直接上传、标记上传或不上传等。本发明在不动产登记时,无需原产权人和新产权人到不动产登记中心进行填写登记资料,节约原产权人和新产权人的时间成本;又因为进行图片比对,可以防止虚假登记的情况发生。而不动产登记中心的工作人员则可以根据接收到的待登记的不动产信息进行简单的审核即可。本申请因为无需办理不动产登记的人员到不动产登记中心办理登记业务,所以办公现场减少了排队填写不动产信息的人员,所以降低办公环境的嘈杂程度,提高不动产中心的办公环境。
参照图2,本发明实施例提供一种不动产资料上传装置,用于在不动产登记中心之外的场所进行不动产资料上传,所述装置包括步骤:
接收单元10,用于接收业务员输入的原产权人的第一身份信息和第一不动产信息;
第一拍摄调用单元20,用于拍摄所述原产权人当前的第一人脸照片,以及根据所述原产权人的身份信息到公安系统调用原产权人的第一备案图片;
第一判断单元30,用于判断所述第一人脸照片与所述第一备案图片是否为同一人的照片;
第一调用单元40,用于如果是同一人的照片,则从所述不动产登记中心的服务器调取所述原产权人的第二不动产信息;
第二判断单元50,用于判断所述第一不动产信息和第二不动产信息是否一致;
执行单元60,用于根据判断结果,选择对应的上传规则将待登记的不动产信息上传到不动产登记中心的服务器。
本实施例中,上述不动产登记中心是承担不动产登记有关政策、业务、技术等的支撑工作以及国土资源法律事务工作的场所,其会在不同的行政区域设置对应的办事处等,比如深圳市不动产登记中心,其主要办理深圳市的不动产登记业务等。
在上述接收单元10中,通过不动产登记业务系统呈现在计算机的屏幕上的内容是一个线上登记页面,其设置有业务员输入待登记的房产信息的输入窗口,以及其它如影像资料、合同资料的输入窗口等。上述的原产权人是指不动产的原主人,其将不动产转移或抵押给其他人。上述的第一身份信息一般为原产权人的身份证信息,至少包括身份证号和姓名等。上述第一不动产信息是指业务员输入到不动产登记业务系统的不动产信息,如不动产的面积、地址、是否质押等信息。上述业务员是指银行、房产中介等的工作人员,将不动产登记业务系统安装在银行或房产中介等被授权的单位的计算机设备上,方便管理和维护。在其它实施例中,上述不动产登记业务系统还可以是广泛应用于公民的系统,公民可以在自己家的电脑等计算机设备安装使用,此时上述业务员是指将原产权人的第一身份信息和第一不动产信息输入系统的人,如原产权人自己等。
在上述拍摄调用单元20中,上述不动产登记业务系统会控制与其连接的摄像头拍摄原产权人的脸部照片(通常为正脸照,即含有人脸五官的照片),即上述的第一人脸照片。上述第一备案图片是指原产权人办理身份证时的图片。本实施例中,上述不动产登记业务系统是公安系统授权的系统,公安系统允许不动产登记业务系统访问其存储有身份证的数据库,因此不动产登记业务系统可以根据获取到的身份证号到公安系统中调用与其对应的身份证图片,而身份证图片上有人脸图片,该人脸图片即为上述的第一备案图片。
在上述第一判断单元30中,比对第一人脸照片和第一备案图片,其比对方法包括:将第一人脸照片输入到预设的人脸识别模型中进行训练输出第一人脸照片的特征向量,以及将第一备案图片输入到上述的人脸识别模型中进行训练输出第一备案图片的特征向量,然后将第一人脸照片的特征向量和第一备案图片的特征向量进行比较,若两者之间的相似度达到预设阈值,则判定第一人脸照片与第一备案图片为同一人的照片,否者判定第一人脸照片与第一备案图片不是同一人的照片。
在上述第一调用单元40和第二判断单元50中,上述第二不动产信息是指不动产登记中心存储的信息。当第一人脸照片与第一备案图片为同一人的照片时,说明当前办理登记的原产权人的身份信息正确,此时,根据原产权人的身份信息调用其在不动产登记中心对应的第二不动产信息。然后,判断所述第一不动产信息和第二不动产信息是否一致,比如,判断地址是否相同、抵押状态是否相同等。如果相同,则说明上述业务员输入的信息是正确的,若不相同,则说明第一不动产信息是错误的。
在上述执行单元60中,上述第一不动产信息和第二不动产信息是否一致的情况不同,其上传规则也不同。具体地,如果第一不动产信息和第二不动产信息一致,则直接将所述待登记的不动产信息上传到不动产登记中心的服务器;如果第一不动产信息和第二不动产信息不一致,则将所述待登记的不动产信息添加第一提醒标签后上传到不动产登记中心的服务器,即,第一不动产信息和第二不动产信息虽然不一致,但是仍然会将待登记的不动产信息上传给不动产登记中心的服务器,但是会在上传的信息上添加一个用于提醒的第一提醒标签,当不动产登记中心的工作人员看到加有第一提醒标签的待登记的不动产信息时,会对其严格监控和审核,以防止虚假登记的情况发生。在其它实施例中,当第一不动产信息和第二不动产信息不一致时,还可以选择不上传待登记的不动产信息,并提醒原产权人等亲自到不动产登记中心办理登记手续等。
参照图3,本实施例中,上述不动产资料上传装置,包括:
获取单元101,用于获取所述业务员的登录信息;
登录判断单元102,用于判断所述登录信息是否是注册过的信息;
连接单元103,用于若登录信息是注册过的信息,则与所述不动产登记中心的服务器连接。
在获取单元101、登录判断单元102和连接单元103中,上述业务员会预选在不动产登记业务系统上注册账户,在登陆的时候先输入注册的账户名和密码,登陆成功后,才会与不动产登记中心的服务器连接。本实施例中,不动产登记业务系统是通过http协议的接口与不动产登记中心的服务器连接。在本实施例中,在与不动产登记中心的服务器连接后,会发送一个标签给不动产登记中心的服务器,该标签如网关的IP地址等,以方便不动产登记中心的服务器判断不动产登记业务系统是否是在授权的网络环境登陆等。比如,登陆不动产登记业务系统的计算机通过网关A后连接不动产登记中心的服务器,如果网关A在不动产登记中心的服务器已备案,则判定业务员当前的登录环境是授权环境,可以继续使用,否则,不动产登记中心的服务器禁止对不动产登记业务系统开放数据交互接口。
参照图3,本实施例中,上述不动产资料上传装置,还包括:
第二拍摄调用单元601,用于拍摄所述新产权人当前的第二人脸照片,以及根据所述新产权人的身份信息到公安系统调用所述新产权人的第二备案图片;
第三判断单元602,用于判断所述第二人脸照片与所述第二备案图片是否为同一人的照片;
第四判断单元603,用于如果所述第二人脸照片与所述第二备案图片是同一人的照片,则判断所述新产权人是否符合所处区域的购房条件;
第一添加单元604,用于如果所述新产权人不符合所处区域的购房条件,则在所述待登记的不动产信息上添加第二提醒标签。
在上述第二拍摄调用单元601和第三判断单元602所述,上述不动产登记业务系统会控制与其连接的摄像头拍摄新产权人的脸部照片,即上述的第二人脸照片。上述第二备案图片是指新产权人办理身份证时的图片。比对第二人脸照片和第二备案图片,其比对方法包括:将第二人脸照片输入到预设的人脸识别模型中进行训练输出第二人脸照片的特征向量,以及将第二备案图片输入到上述的人脸识别模型中进行训练输出第二备案图片的特征向量,然后将第二人脸照片的特征向量和第二备案图片的特征向量进行比较,若两者之间的相似度达到预设阈值,则判定第二人脸照片与第二备案图片为同一人的照片,否者判定第二人脸照片与第二备案图片不是同一人的照片。
在上述第四判断单元603和第一添加单元604中,因为新产权人通过上述比对,已经确认其为真实有效的公民,所以可以对其是否具有购买不同产的权限进行确定。因为在不同的地方会有不同的购房限制,比如,深圳买房是限购的,每户限购两套,如果新产权人购买的的房产是深圳房产,且其名下已经含有两套房产,则无需执行上传待登记的不动产信息。具体的,获取新产权人待登记房产所在城市的限购条件,比如,在深圳,深户的家庭限购两套,外地人在深圳社保满2年限购两套等,那么,先获取新产权人户口所在地,然后,判断其是否属于深户,如果是,则查看该新产权人是否拥有两套或两套以上的房产,如果否,则可以将资料上传到不动产中心,如果是,则提醒该新产权人没有购买资格,无需将资料上传到不动产中心。在其它具体实施例中,还会判断该房产是否为遗产获取而得的,如果是则会进行相应的处理,如做出第二提醒标签,然后上传到不动产中心等。
本实施例中,上述不动产资料上传装置,还包括查找报警单元,用于如果所述第一人脸照片与所述第一备案图片为同一人的照片,则到网上追逃人员库中查找与原产权人匹配的身份信息;如果在所述网上追逃人员库中查找与原产权人匹配的身份信息,则自动报警;以及,如果所述第二人脸照片与所述第二备案图片为同一人的照片,则到公安系统中的网上追逃人员库中查找与新产权人匹配的身份信息;如果在所述网上追逃人员库中查找与新产权人匹配的身份信息,则自动报警。
上述查找报警单元中,因为第一人脸照片与第一备案图片是同一人的照片,所以可以确定原产权人是真实有效的公民。此时,不动产登记业务系统会自动链接到网上追逃人员库中查找与原产权人身份证信息相匹配的在逃人员信息,如果查找到相同的在逃人员信息,则说明原产权人是网上追逃人员,系统会后台发出报警信号。报警信号可以是通知不动产登记业务系统的管理人员,比如不动产登记业务系统安装于某银行的场地,那么报警信号可以通过后台发送给银行安保部门。在另一具体实施中,还可以通过后台直接连接110报警平台,其会将对应的地址信息等相关信息发送给110报警平台等。同样的,在新产权人的人脸判定之后,判断新产权人是否为网上追逃人员,如果是则自动报警。
本实施例中,上述不动产资料上传装置,还包括:
检测单元,用于对拍摄区域内的拍摄物进行活体检测;
验证单元,用于如果检测结果为所述拍摄物为活体,则判定所述第一人脸照片为可用照片。
在上述检测单元和验证单元中,对拍摄区域内拍摄物进行活体检测,以防止他人利用不动产信息对应的产权人的照片欺骗系统。对拍摄区域内的拍摄物进行活体检测的方式包括多种,比如根据光流法,利用图像序列中的像素强度数据的时域变化和相关性来确定各自像素位置的“运动”,从图像序列中得到各个像素点的运行信息,采用高斯差分滤波器、LBP(Local Binary Pattern,是一种用来描述图像局部特征的算子)特征和支持向量机进行数据统计分析。这种活体检测方式可以在用户无配合的情况下实现盲测。或者,利用3D摄像头拍摄人脸,得到相应的人脸区域的3D数据,并基于这些数据做进一步的分析, 最终判断出这个人脸是来自活体还是非活体。这里非活体的来源是比较广泛的,包括手机和Pad等介质的照片和视频、各种打印的不同材质的照片(这里包含各种情形的弯曲、折叠、剪裁、挖洞等情形)等。基于活体和非活体的3D人脸数据,选择最具有区分度的特征来训练分类器,利用训练好的分类器来区分活体和非活体。或者,向拍摄区域进行超声波扫描,并接收超声波的反射波;根据反射波判断拍摄区域的物体的基本轮廓;若轮廓符合预设的标准,则判定当前拍摄的图片是真人,其原理是:如果当前拍摄的图片是一个海报,那么海报必须较为平整的展开,此时其轮廓是一个平面,而如果是真人,其轮廓是一个3d轮廓等。在另一实施例中,还会在上述拍摄新产权人当前的第二人脸照片的步骤之后进行同样的活体检测步骤。
参照图4,本实施例中,上述不动产资料上传装置,还包括:
第二添加单元61,用于在所述待登记的不动产信息中添加“参与叫号的时间信息”的第三提醒标记。
在上述第二添加单元61中,上述“参与叫号的时间信息”是指可以到不动产登记中心现场办理后续业务的时间,将该第三提醒标记附加到待登记的不动产信息中,当将待登记的不动产信息上传给不动产登记中心的服务器后,不动产登记中心的服务器会根据第三提醒标记生成一个叫号信息进行反馈。具体地,在发送待登记的不动产信息至不动产登记中心的服务器之前,会弹出一个流程时间表,比如10天后可以去不动产登记中心办理领证业务等,那么新产权人可以根据自己的时间输入一个10天之后的时间,如第11天等,当上述不动产登记中心的服务器获取到第11天对应的具体日期后,会根据登记时间的先后顺序生成一个叫号信息进行反馈,新产权人无需到现场进行排队领号,节约时间。
本实施例中,上述不动产资料上传装置,还包括:反推单元,用于若原产权人的身份证号忘记,则可以根据原业主的姓名以及提供的房产信息进行逆向检索,得出完整的原业主的房产登记信息,从该房屋登记信息得出原业主的身份证号。即,在系统中输入原业主的姓名和房产信息进行检索,得到该原业主在不动产中心的全部登记信息,而全部登记信息包含有身份证号。
本实施例的不动产资料上传装置,其不动产登记业务系统一般设置于银行或房产中介的办公场地,新产权人与原产权人进行不动产更改登记时,无需一起到不动产登记中心进行排队填写房产信息等资料,而是在银行或房产中介处的计算机设备上的不动产登记业务系统上填写待登记的不动产信息等即可,而为了辨识原产权人是否为真的原产权人,会将其现场拍摄的照片与公安系统的备案照片进行比对,以及对业务员输入的房产信息与从不动产登记中心处调用的信息进行对比,然后根据比对结果选择对应的上传规则上传待登记的不动产信息,如直接上传、标记上传或不上传等。本发明在不动产登记时,无需原产权人和新产权人到不动产登记中心进行填写登记资料,节约原产权人和新产权人的时间成本;又因为进行图片比对,可以防止虚假登记的情况发生。而不动产登记中心的工作人员则可以根据接收到的待登记的不动产信息进行简单的审核即可。本申请因为无需办理不动产登记的人员到不动产登记中心办理登记业务,所以办公现场减少了排队填写不动产信息的人员,所以降低办公环境的嘈杂程度,提高不动产中心的办公环境。
参照图5,本申请实施例中还提供一种计算机设备,该计算机设备可以是服务器,其内部结构可以如图5所示。该计算机设备包括通过系统总线连接的处理器、存储器、网络接口和数据库。其中,该计算机设计的处理器用于提供计算和控制能力。该计算机设备的存储器包括非易失性存储介质、内存储器。该非易失性存储介质存储有操作系统、计算机可读指令和数据库。该内存器为非易失性存储介质中的操作系统和计算机可读指令的运行提供环境。该计算机设备的数据库用于存储人脸识别模型等数据。该计算机设备的网络接口用于与外部的终端通过网络连接通信。该计算机可读指令被处理器执行时以实现如上述各方法的实施例的流程。本领域技术人员可以理解,图5中示出的结构,仅仅是与本申请方案相关的部分结构的框图,并不构成对本申请方案所应用于其上的计算机设备的限定。
本申请实施例还提供一种计算机非易失性可读存储介质,其上存储有计算机可读指令,计算机可读指令被处理器执行时实现如上述各方法的实施例的流程。

  1. 一种不动产资料上传方法,其特征在于,用于在不动产登记中心之外的场所进行不动产资料上传,所述方法包括:
    接收业务员输入的原产权人的第一身份信息和第一不动产信息;
    拍摄所述原产权人当前的第一人脸照片,以及根据所述原产权人的身份信息到公安系统调用原产权人的第一备案图片;
    判断所述第一人脸照片与所述第一备案图片是否为同一人的照片;
    如果是同一人的照片,则从所述不动产登记中心的服务器调取所述原产权人的第二不动产信息;
    判断所述第一不动产信息和第二不动产信息是否一致;
    根据判断结果,选择对应的上传规则将待登记的不动产信息上传到不动产登记中心的服务器。
  2. 根据权利要求1所述的不动产资料上传方法,其特征在于,所述不动产登记业务系统接收业务员输入的原产权人的第一身份信息和第一不动产信息的步骤之前,包括:
    获取所述业务员的登录信息;
    判断所述登录信息是否是注册过的信息;
    若是,则与所述不动产登记中心的服务器连接。
  3. 根据权利要求1所述的不动产资料上传方法,其特征在于,所述根据判断结果,选择对应的上传规则将待登记的不动产信息上传到不动产登记中心的服务器的步骤,包括:
    如果所述第一不动产信息和所述第二不动产信息一致,则直接将所述待登记的不动产信息上传到不动产登记中心的服务器;
    如果所述第一不动产信息和所述第二不动产信息不一致,则将所述待登记的不动产信息添加第一提醒标签后上传到不动产登记中心的服务器。
  4. 根据权利要求1所述的不动产资料上传方法,其特征在于,所述待登记的不动产信息包括新产权人的身份信息;所述根据判断结果,选择对应的上传规则将待登记的不动产信息上传到不动产登记中心的服务器的步骤之前,包括:
    拍摄所述新产权人当前的第二人脸照片,以及根据所述新产权人的身份信息到公安系统调用所述新产权人的第二备案图片;
    判断所述第二人脸照片与所述第二备案图片是否为同一人的照片;
    如果所述第二人脸照片与所述第二备案图片是同一人的照片,则判断所述新产权人是否符合所处区域的购房条件;
    如果所述新产权人不符合所处区域的购房条件,则将所述待登记的不动产信息上添加第二提醒标签。
  5. 根据权利要求4所述的不动产资料上传方法,其特征在于,所述判断所述第一人脸照片与所述第一备案图片是否为同一人的照片的步骤之后,包括:
    如果所述第一人脸照片与所述第一备案图片为同一人的照片,则到公安系统中的网上追逃人员库中查找与原产权人匹配的身份信息;如果在所述网上追逃人员库中查找与原产权人匹配的身份信息,则自动报警;
    所述判断所述第二人脸照片与所述第二备案图片是否为同一人的照片的步骤之后,包括:
    如果所述第二人脸照片与所述第二备案图片为同一人的照片,则到公安系统中的网上追逃人员库中查找与新产权人匹配的身份信息;如果在所述网上追逃人员库中查找与新产权人匹配的身份信息,则自动报警。
  6. 根据权利要求1所述的不动产资料上传方法,其特征在于,所述拍摄所述原产权人当前的第一人脸照片的步骤之后,包括:
    对拍摄区域内的拍摄物进行活体检测;
    如果检测结果为所述拍摄物为活体,则判定所述第一人脸照片为可用照片。
  7. 根据权利要求1所述的不动产资料上传方法,其特征在于,所述根据判断结果,选择对应的上传规则将待登记的不动产信息上传到不动产登记中心的服务器的步骤之前,包括:
    在所述待登记的不动产信息中添加“参与叫号的时间信息”的第三提醒标记。
  8. 一种不动产资料上传装置,其特征在于,用于在不动产登记中心之外的场所进行不动产资料上传,所述装置包括:
    接收单元,用于接收业务员输入的原产权人的第一身份信息和第一不动产信息;
    拍摄调用单元,用于拍摄所述原产权人当前的第一人脸照片,以及根据所述原产权人的身份信息到公安系统调用原产权人的第一备案图片;
    第一判断单元,用于判断所述第一人脸照片与所述第一备案图片是否为同一人的照片;
    第一调用单元,用于如果是同一人的照片,则从所述不动产登记中心的服务器调取所述原产权人的第二不动产信息;
    第二判断单元,用于判断所述第一不动产信息和第二不动产信息是否一致;
    执行单元,用于根据判断结果,选择对应的上传规则将待登记的不动产信息上传到不动产登记中心的服务器。
  9. 根据权利要求8所述的不动产资料上传装置,其特征在于,所述不动产资料上传装置,包括:
    获取单元,用于获取所述业务员的登录信息;
    登录判断单元,用于判断所述登录信息是否是注册过的信息;
    连接单元,用于若登录信息是注册过的信息,则与所述不动产登记中心的服务器连接。
  10. 根据权利要求8所述的不动产资料上传装置,其特征在于,所述执行单元,具体用于:如果所述第一不动产信息和所述第二不动产信息一致,则直接将所述待登记的不动产信息上传到不动产登记中心的服务器;如果所述第一不动产信息和所述第二不动产信息不一致,则将所述待登记的不动产信息添加第一提醒标签后上传到不动产登记中心的服务器。
  11. 根据权利要求8所述的不动产资料上传装置,其特征在于,所述不动产资料上传装置,还包括:
    第二拍摄调用单元,用于拍摄所述新产权人当前的第二人脸照片,以及根据所述新产权人的身份信息到公安系统调用所述新产权人的第二备案图片;
    第三判断单元,用于判断所述第二人脸照片与所述第二备案图片是否为同一人的照片;
    第四判断单元,用于如果所述第二人脸照片与所述第二备案图片是同一人的照片,则判断所述新产权人是否符合所处区域的购房条件;
    第一添加单元,用于如果所述新产权人不符合所处区域的购房条件,则在所述待登记的不动产信息上添加第二提醒标签。
  12. 根据权利要求11所述的不动产资料上传装置,其特征在于,所述不动产资料上传装置,还包括:
    查找报警单元,用于如果所述第一人脸照片与所述第一备案图片为同一人的照片,则到网上追逃人员库中查找与原产权人匹配的身份信息;如果在所述网上追逃人员库中查找与原产权人匹配的身份信息,则自动报警;以及,如果所述第二人脸照片与所述第二备案图片为同一人的照片,则到公安系统中的网上追逃人员库中查找与新产权人匹配的身份信息;如果在所述网上追逃人员库中查找与新产权人匹配的身份信息,则自动报警。
  13. 根据权利要求8所述的不动产资料上传装置,其特征在于,所述不动产资料上传装置,还包括:
    检测单元,用于对拍摄区域内的拍摄物进行活体检测;
    验证单元,用于如果检测结果为所述拍摄物为活体,则判定所述第一人脸照片为可用照片。

  15. 一种计算机设备,包括存储器和处理器,所述存储器存储有计算机可读指令,其特征在于,所述处理器执行所述计算机可读指令时实现不动产资料上传方法,用于在不动产登记中心之外的场所进行不动产资料上传,所述方法包括:
    接收业务员输入的原产权人的第一身份信息和第一不动产信息;
    拍摄所述原产权人当前的第一人脸照片,以及根据所述原产权人的身份信息到公安系统调用原产权人的第一备案图片;
    判断所述第一人脸照片与所述第一备案图片是否为同一人的照片;
    如果是同一人的照片,则从所述不动产登记中心的服务器调取所述原产权人的第二不动产信息;
    判断所述第一不动产信息和第二不动产信息是否一致;
    根据判断结果,选择对应的上传规则将待登记的不动产信息上传到不动产登记中心的服务器。
  16. 根据权利要求15所述的计算机设备,其特征在于,所述不动产登记业务系统接收业务员输入的原产权人的第一身份信息和第一不动产信息的步骤之前,包括:
    获取所述业务员的登录信息;
    判断所述登录信息是否是注册过的信息;
    若是,则与所述不动产登记中心的服务器连接。
  17. 根据权利要求15所述的计算机设备,其特征在于,所述根据判断结果,选择对应的上传规则将待登记的不动产信息上传到不动产登记中心的服务器的步骤,包括:
    如果所述第一不动产信息和所述第二不动产信息一致,则直接将所述待登记的不动产信息上传到不动产登记中心的服务器;
    如果所述第一不动产信息和所述第二不动产信息不一致,则将所述待登记的不动产信息添加第一提醒标签后上传到不动产登记中心的服务器。
  18. 根据权利要求15所述的计算机设备,其特征在于,所述待登记的不动产信息包括新产权人的身份信息;所述根据判断结果,选择对应的上传规则将待登记的不动产信息上传到不动产登记中心的服务器的步骤之前,包括:
    拍摄所述新产权人当前的第二人脸照片,以及根据所述新产权人的身份信息到公安系统调用所述新产权人的第二备案图片;
    判断所述第二人脸照片与所述第二备案图片是否为同一人的照片;
    如果所述第二人脸照片与所述第二备案图片是同一人的照片,则判断所述新产权人是否符合所处区域的购房条件;
    如果所述新产权人不符合所处区域的购房条件,则将所述待登记的不动产信息上添加第二提醒标签。
  19. 一种计算机非易失性可读存储介质,其上存储有计算机可读指令,其特征在于,所述计算机可读指令被处理器执行时实现不动产资料上传方法,用于在不动产登记中心之外的场所进行不动产资料上传,所述方法包括:
    接收业务员输入的原产权人的第一身份信息和第一不动产信息;
    拍摄所述原产权人当前的第一人脸照片,以及根据所述原产权人的身份信息到公安系统调用原产权人的第一备案图片;
    判断所述第一人脸照片与所述第一备案图片是否为同一人的照片;
    如果是同一人的照片,则从所述不动产登记中心的服务器调取所述原产权人的第二不动产信息;
    判断所述第一不动产信息和第二不动产信息是否一致;
    根据判断结果,选择对应的上传规则将待登记的不动产信息上传到不动产登记中心的服务器。
  20. 根据权利要求19所述的计算机设备,其特征在于,所述不动产登记业务系统接收业务员输入的原产权人的第一身份信息和第一不动产信息的步骤之前,包括:
    获取所述业务员的登录信息;
    判断所述登录信息是否是注册过的信息;
    若是,则与所述不动产登记中心的服务器连接。
