下り方向における輻輳発生時においては、FLSE総数が下り閾値B1に達するまでは、データアプリケーションを実行する無線端末に対してFLSEを切り換えさせる。FLSE総数が下り閾値B1を超えると、データアプリケーションを実行する無線端末に加え、非音声リアルタイムアプリケーションを実行する無線端末に対してもFLSEを切り換えさせる。
次に、無線基地局1Aの動作について、(3.1)RLSE切り替え動作、(3.2)FLSE切り替え動作の順に説明する。
図6は、無線基地局1Aにおいて実行されるRLSE切り替え動作の動作フローを示すフローチャートである。本動作フローでは、RoHCアプリケーションについては、下り/上り共に圧縮/復号手続きで密接な関係を持つため、RLSEを切り替えないものとしている。本動作フローは、無線基地局1AをRLSEとする各無線端末について実行される。
図7は、無線基地局1Aにおいて実行されるFLSE切り替え動作の動作フローを示すフローチャートである。本動作フローでは、RLSE切り替え動作と同様に、RoHCアプリケーションについては、FLSEを切り替えないものとしている。本動作フローは、無線基地局1AをFLSEとする各無線端末について実行される。
本実施形態では、無線基地局1AがRLSEおよびFLSEとして機能し、且つ、実行中アプリケーションが特定のアプリケーションでない場合、切り替え指示送信部126は、RLSEまたはFLSEの何れかを他の無線基地局へ切り替えさせる切り替え指示を無線端末2に送信する。

- 前記下り無線通信相手を前記無線端末が切り替える場合の切り替え先となる切替先無線基地局が存在しており、前記下りトラフィック値が前記所定値を超えており、且つ、前記無線基地局が前記上り無線通信相手および前記下り無線通信相手として機能している場合、前記指示送信部は、前記下り切り替え指示を前記無線端末に送信する請求項15に記載の無線基地局。
- 前記指示送信部は、前記下りトラフィック値が前記所定値を超えており、前記無線基地局が前記上り無線通信相手、前記下り無線通信相手および前記アンカー基地局として機能している場合、前記下り切り替え指示を前記無線端末に送信し、
前記アンカー基地局とは、前記下り方向において前記無線端末宛のデータを他の無線基地局を介さずに通信網から受信する無線基地局である請求項15に記載の無線基地局。 - 上り方向における無線端末の無線通信相手である上り無線通信相手と、下り方向における前記無線端末の無線通信相手である下り無線通信相手とが、異なる無線基地局になり得る無線通信システムにおいて、前記無線端末と無線通信を実行する無線基地局に用いられる無線通信方法であって、
前記上り方向において前記無線基地局を介して送受信されるトラフィック量を示す上りトラフィック値が、前記上り方向における輻輳に対応する所定値を超えており、且つ、前記上り無線通信相手および前記下り無線通信相手として前記無線基地局が機能している場合に、前記上り無線通信相手を他の無線基地局に切り替えさせる上り切り替え指示を前記無線端末に送信するステップを備える無線通信方法。 - 上り方向における無線端末の無線通信相手である上り無線通信相手と、下り方向における前記無線端末の無線通信相手である下り無線通信相手とが、異なる無線基地局になり得る無線通信システムにおいて、前記無線端末と無線通信を実行する無線基地局に用いられる無線通信方法であって、
前記下り方向において前記無線基地局から送信されるトラフィック量を示す下りトラフィック値が、前記下り方向における輻輳に対応する所定値を超えており、且つ、前記上り無線通信相手および前記下り無線通信相手として前記無線基地局が機能している場合、前記下り無線通信相手を他の無線基地局に切り替えさせる下り切り替え指示を前記無線端末に送信するステップを備える無線通信方法。
