SPECIFICATION forming part of Letters Patent No. 599,222, dated February 15, 1898. Application filed June 18, 1897. Serial Nol 641,230. (No model.)

Be it known that I, EZRA PUTNAM CHAP PELL, of Mobile, in the county of Mobile and State of Alabama, have invented certain new and useful Improvements in Devices for Blinds; and I do hereby declare the following tobe a full, clear, and exact description of the invention, such as will enable others skilled in the art to which it appertains to make and use the same.
The invention relates to improvements in blind or shutter fasteners.
The object of the present invention is to improve the construction of blind or shutter fasteners and to provide a simple, inexpensive, and efficient device designed to be mounted on a window-sill in position for engaging the latch hook or pin on a blind or shutter and capable of automatically preventing the blind or shutter from being opened from the outside.
In the drawings, Figure 1 is a perspective view of the improved fastener` and the baseplate to which the same is secured for attachment to the windowsill. Fig. 2 is a similar view of the fastener adapted to be attached iiatwise to the sill, and Fig. 3 is a perspective view of the spring-plate from which the latchfastener is formed.
' 1 indicates a narrow plate or strip of spring metal, preferably of steel, and provided near one end thereof with a hook 2, formed by slitting the metal and upbending the same substantially in the shape indicated, the outer face of said hook beinginclined or beveled, as indicated at 3, to permit the passage inward of the hook or pin on the blind or shutter, the inner upright face of said hook being adapted to engage and firmly hold said latch or pin after the same has passed over the inturned face 3. The opposite end of the plate is provided with a longitudinal slot 4, in which the hook 2 is adapted to move when the plate has been bent into the loop form shown in the perspective views Figs. 1 and 2. Bent into said form, the loop-bend of the spring-plate in Fig. 1 is shown attached to an upright 7, formed on the base-plate '6, made, preferably, in the form of a casting, with the upright 7 integral with the base and arranged centrally thereof, said base-plate being provided with suitable perforations adapting it to receive screws for fastening it to the window-sill. This base-plate in the construction shown in Fig. l is made tapering toward its inner end, its lower face conforming to the inclination of the window-sill and bringing the upper face of the base-plate into a horizontal plane for supporting the loop in a horizontal position. The loop is riveted to the upright 7, as indicated at 9, and has its outer ends (indicated at 10) made to diverge or flaring sufficiently to insure the admission of the shutter latch or pin between them.
In Fig. 2 the loop-spring is shown with its arms in a horizontal position, one over the other, to adapt them to engage a staple or hook arranged flatwise on the shutter, the construction of the fastener otherwise being the same as that shown in Fig. 1. In this construction, however, a block 11 of iron or wood isv interposed between the spring-fastener and the window-sill for raising the fastener slightly above said sill, the spring and the block 12 interposed between its arms and the loop of the spring being secured to the same by through-screws 13 13, as shown.
In the construction shown in Fig. 1 the piw oted latch of the shutter presses the hook outward away from the slotted arm for allowing the latch to pass over the inclined face of the hook for engaging its rear end, after which the arms of the spring are retracted by the tension of the spring and serve to hold the latch firmly engaged with the hook 2, so that no amount of disturbance or pulling upon the outside of the shutter can disengage the latch from said hook 2, and in order to release the latch, which has to be done from the inside, the arms of the spring must be forced apart for that purpose, either by hand or by means of a key interposed between the arms of the spring.
The action of the arms of the spring in the construction shown in Fig. 2 is the same as that in Fig. 1, the only dierence being that the staple for engaging the hook 2 is arranged iiatwise and passed between the arms of the spring, correspondingly arranged.
The fastener thus constructed is adapted to be applied to blinds and shutters in common use and is light, durable, and inexpensive in construction and thoroughly effective in operation.
Having thus described my invention, What I claim as new, and desire to secure by Letters Patent, is j l. In a blind or shutter fastener, a loopshaped spring, the ends of the arms of Which are made flaring, one arm having a hook formed integrally with said spring, and the other arm slotted to receive said hook, and a base-plate engaging the loop end of said spring and adapted 4to be secured to the window-sill, substantially as described.
2. A blind or shutter fastener comprising a pair of substantially parallel spring-arms, one of the arms being provided With a slot and the other arm having at its inner face a hook projecting through the slot and presenting'a beveled or inclined front edge, said arms being reversible to bring the hook into a vertical or horizontal position, substantially as described.
3. A blind or shutter fastener consisting of the loop-shaped spring constructed of a single strip of resilient material and composed of a pair of substantially parallel arms, one of the arms being provided with a slot and the other arm having an integral hook presenting an inclined or beveled front edge and formed by slitting the metal and bending it upward, said hook extending from the inner face of its arm and projecting through the slot of the other arm, substantially as described.
