The formulation contains nanoparticles encapsulating the active ingredient, an active ingredient not encapsulated in the nanoparticles, a cosmetically acceptable carrier substance, additives, and water. A cosmetic formulation for facial cleansing and nourishing, incorporating turmeric oil-encapsulated nanoparticles, consisting of: a) 20 to 40% by weight of active ingredient encapsulated nanoparticles; b) 0.5 to 10% by weight of active ingredient not encapsulated in nanoparticles; c) 0.1 to 10% by weight of cosmeticly acceptable carrier substances; d) 0.01 to 2% by weight of additives; e) Water, to make 100% by weight of the total ingredients. The formulation is characterized by the active ingredient being turmeric oil, and the active ingredient not encapsulated in nanoparticles can be selected from: moisturizing agents, brightening agents, anti-wrinkle agents, regenerative agents, anti-redness agents, skin strengthening agents, either individually or in combination. 2. A cosmetic formulation for facial cleansing and nourishing, as per claim 1, where the encapsulated nanoparticles are nanoemulsion particles. (nanoemulsion) 3. A cosmetic formulation for facial cleansing and nourishing, according to claim 1 or 2, where the nano-particles encapsulate the active ingredient, containing 1 to 5% turmeric oil by weight of the total turmeric oil-encapsulating nano-particles. 4. A cosmetic formulation for facial cleansing and nourishing, according to claim 1, where the active ingredient not encapsulated in nano-particles can be selected from speedwell flower, leaf, or stem extract (Veronica officinalis or speedwell flower, leaf, stem extract), peach flower extract (Prunus persica or peach flower extract), citric acid, N-prolyl palmitoyl tripeptide-56 acetate, or a mixture of the above. 5. A cosmetic formulation for facial cleansing and moisturizing according to Patent 1 or 6, where the cosmetically acceptable carrier can be selected from glycerin, D-panthenol, cetyl alcohol, cetearyl isononanoate, dimethicone, dimethicone copolyol, lanolin alcohol, isohexadecane, dicaprylyl ether, either individually or a mixture of the above. 8. The formulation of a facial cleansing cosmetic under claim 7 whereby the cosmetically acceptable carrier may be selected from glycerin, D-panthenol, either individually or a mixture thereof. 9. The formulation of a facial cleansing cosmetic under claim 1 whereby the additive may be selected from coloring agents, fragrances, opacity enhancers, preservatives, either individually or a mixture thereof. 10. The formulation should have the following characteristics: the active ingredient consists of turmeric oil, and the active ingredient not encapsulated in nano-particles can be selected from moisturizing agents, brightening agents, anti-wrinkle agents, regenerative agents, anti-redness agents, skin strengthening agents, or a combination of these. 2. A cosmetic formulation for facial cleansing and nourishing, as per claim 1, where the nanoparticles encapsulate the active ingredient, which is a nanoemulsion. 3. A cosmetic formulation for facial cleansing and nourishing, as per claim 1 or 2, where nanoparticles encapsulate an active ingredient containing 1 to 5 percent turmeric oil by weight of the total weight of the encapsulated nanoparticles. 4. The formulation of a facial cleansing cosmetic product, as per claim 1, where the active ingredient not encapsulated in nanoparticles may be selected from an extract of the flower, leaf, or stem of speedwell (Veronica officinalis or speedwell flower, leaf, stem extract), or an extract of the peach flower (Prunus persica or peach flower extract), either individually or in combination. 5. A cosmetic formulation for facial cleansing and nourishing, as per claim 1 or 4, where the active ingredient, not encapsulated with nanoparticles, contains 0.5 to 5 percent by weight. 6. A cosmetic formulation for facial cleansing, pursuant to claim patent 7, whereby the acceptable cosmetic carrier may be selected from glycerin, D-panthenol, either individually or in combination with the above. 9. A cosmetic formulation for facial cleansing and moisturizing, as per claim 1, whereby the additives may be selected from coloring agents, fragrances, opacity agents, preservatives, either individually or in combination with such agents. 10. A cosmetic formulation for facial cleansing, pursuant to claim patent 9, whereby the additives may be selected from sodium anisate, sodium benzoate, pentylene glycol, and caprylyl glycol, either individually or in combination with these substances.
