PURPOSE:To miniaturize a device and to reduce the consumption of a feeding power by functioning the leakage flux of an electromagnetic coil effectively with the function of the magnetic pole of a core leg, and increasing a shutter driving force at the time of opening a shutter by displacing a permanent magnet from a first position to a second position. CONSTITUTION:A device is constituted in such a way that the electromagnetic coil 39 is equipped by reducing a distance from the tip plane of a second core leg, and also, the permanent magnet 23 is displaced in the direction of the second core leg confronting with a first core leg at the time of performing the feeding of an electromagnet 37, and it is displaced in a direction opposite to the above case by stopping the feeding.
