PURPOSE:To reduce the cost of an Al covered thick steel plate by removing oxide scale of interface between the steel plate and an Al plate and regulating interface roughness of both the plates to the specific roughness respectively and performing cold rolling at prescribed draft S. CONSTITUTION:The oxide scale of each interface between the Al plate 1 as covered material and the base metal steel plate 2 is removed by grinding, etc. Next, the surface roughness of the Al plate 1 and that of the base metal 2 are regulated to <=10mum at Rmax and to 5mum-50mum at Rmax in the same way respectively and both the plates 1 and 2 are combined and subjected to the cold rolling.
