In case this step- out notice information has been received, the synchronizing signal of the prescribed transmission frame is allowed to generate a code rule violation by the code rule violation generating means B in a period in which this step-out notice information is being received, and transmitted to the other communication equipment. Also, in case the code rule violation has been detected while a step-out notice is being executed, pull-in is executed at the time when the code rule violation has been detected by the pull-in means C. In such a way, the pull-in time can be shortened without causing erroneous synchronization.
