CONSTITUTION:A frame synchronizing signal of a reception signal 32 is detected at 106 and the phase between a synchronizing window and synchronizing burst on a satellite is measured at 107. A superframe of an integral multiple the frame period is calculated by a transmission superframe counter 111 and a receiving superframe counter 109 to transmit the transmission superframe synchronizing signal 46 of a frame 111. Further, it is detected that the synchronizing signal is not received every super frame period, to synchronize the receiving superframe counter 109 to the superframe on the satellite, and it is detected that the transmission superframe synchronizing signal transmitted by the station itself is not received every superframe period, to synchronize the transmission superframe counter 111 to the superframe on the satellite.
