PURPOSE:To obtain the titled novel compound containing piperazinium salt in the main chain, having high ion exchange capacity, producible easily, having high value of industrial utilization and useful as an intermediate for strongly basic anion exchange polymer. CONSTITUTION:The objective compound is expressed by formula I or II (R1a, R1b, R1c and R1d are H, 1-12C alkyl, etc.; R2 is H or methyl; R3a and R3b are H, 6-8C aryl, etc.; X1 and X2 are halogen, OH, etc.; n is integer of >=2). The compound of e.g. formula I can be produced by reacting piperazines of formula III with a halomethyloxirane compound of formula IV at a molar ratio of 1:1, cyclizing the resultant adduct of formula V with an alkali, continuing the reaction, subjecting to ring-opening polymerization and finally reacting the resultant intermediate of formula VI with a quaternarizing agent of formula R3-X (X is halogen).
