CONSTITUTION:Electrically insulating ceramic powder for forming a thin ion transmissible film 8 made of the ceramic powder inactive for electrochemical oxidation or reduction and thermoplastic polymer on at least one side faces of polarizing electrodes 1, 2 may be any inactive for electrochemical oxidation or reduction and preferably employ at least one type or powder selected from a group consisting of SiC, ZrO2, Al2O3. TiO2, Nb2O6 and Ta2O5.
