Abstract

PURPOSE:To stably obtain the title high-tensile steel having excellent arresting characteristic and tensile strength by introducing working strains on the surface of the low-carbon steel or low-carbon low alloy provided with a structure consisting essentially of bainite by quenching, and changing the structure of only the surface part to martensite by heat treatment. CONSTITUTION:The low-carbon steel or low-carbon low alloy is hot-rolled at a finishing temp. higher than the Ar3 point, and then immediately quenched to obtain a structure consisting essentially of bainite or of bainite plus martensite. At the same time, the steel is worked in an unrecrystallized austenite region in the hot rolling during the hot rolling and/or hot working or cold working is applied to impart strains to the steel. The steel is then tempered and/or stress-relieved at a temp. lower than the Ac1 point to change only the surface part of the steel corresponding to >=5% of the sheet thickness to a ferrite structure. By this method, a high-tensile steel having an excellent arresting characteristic and having >=60kgf/mm<2> tensile strength is stably obtained.
