CONSTITUTION:A collector of a PNP transistor(TR) 13 for line closing and a cathode of the 2nd surge absorbing element Zener diode 12 are connected, and the emitter of the NPN TR 14 and the anode of the 2nd surge absorbing element 12 and one terminal of a resistor 16 are connected together. If a large surge is invaded between L1, L2 of terminals 1, 2 in the talking state, the surge is limited to a prescribed voltage by the 1st surge absorbing element 11 and its voltage is fed to a route from the L1, the terminal 1, a rectifier 4, the PNP TR 13, the 2nd surge absorbing element 12, via the resistor 16 and the L2 terminal 2. Thus, the power applied to the PNP TR 13 is reduced sufficiently.
