CONSTITUTION:When an output voltage of a circuit comprising the solar battery 5 and a capacitor 6 is high, the 1st oscillation circuit 10 having a high threshold voltage and low power consumption and a 1st frequency division circuit 11 are operated. When a control section 3 detects it that the output voltage of the circuit comprising the battery 5 and the capacitor 6 is close to the threshold voltage of the circuit 10 due to the power stop, the control section 3 outputs an H signal to an inverting terminal.
