Bromine in an electrolyte is transferred from a negative electrode side reaction tank 110b to a positive electrode side reaction tank 110a in the auxiliary battery 44. The self-discharge quantity in the reaction tank of the main battery is thereby decreased to allow sufficient charging, and the battery with increased charge quantity, little self-discharge quantity, and high energy density is obtained.
