The peak deciding device 16 detects the maximum peak value of the image signal SP to constitute one screen and decides whether the maximum peak value is smaller than the upper bound value prescribed in advance or not. Such an upper bound value is a value as large as possible out of the voltage values of the image signal SP not to generate the halation and when the maximum peak value of the image signal SP is smaller than the upper bound value, the halation is not generated.
