CONSTITUTION:An analog picture signal is converted into a digital value having a plurality of bits, a digital value of the 1st specified digital value or less set to a preset switch 79 at a limiter circuit is made coincident with a minimum digital value at a comparator 78, and a digital value of the 2nd specified digital value or more set to a preset switch 71 is made coincident with a maximum digital value at a comparator. Thus, noise at white and black background of pictures can be rejected and waveforms subjected to ease of emphasis can be obtained.
