This 2-bit signal gives signal to a shift register 21 while shifting two-bit according to black and white mode of an FF 10, and the number of shifts is counted with the counters 22-2 and 23-2. If the value in a shift number count circuit 22 reaches a value less by one than the number of bits in a register 21, a control pulse generating circuit 24 outputs a one bit shift signal 31.
