PURPOSE:To reduce a difference in time lag due to wavelength generated when light having a latitude in wavelength propagates in an optical fiber, by inverting a spectrum at a specific position of all transmission lines. CONSTITUTION:When the lengths of optical fibers 11 and 12 having wavelength dispersions S1 and S2 are L1 and L2, a spectrum inverter 13 which converts a wavelength in signal light into the wavelength of light generated at a symmetrical position with an energizing wavelength in a Raman medium is provided at a position where L1.S1=L2.S2. Consequently, light beams having wavelengths lambda1-lambda3, when made incident to the optical fiber simultaneously, arrive at the spectrum inverter 13 after propagating the optical fiber 11. The spectrum inverter 13 converts the wavelengths lambda1, lambda2 and lambda3 into wavelengths lambda1', lambda2' and lambda3' to reverse the order of wavelengths, so delay is performed by optical fiber 12 to cancel time differences in wavelength, thereby reducing a delay time.
