The detector 1 detects the toner con. as a frequency and the output signal of the detector 1 is converted to voltage according to toner concns. by a voltage conversion part 2. This voltage is amplified 3 and is compared with the reference voltage of a reference electric power source 5. Normally, a switch 6 is charged over to a toner replenishing part 7 side which is grounded and is abled. A reference voltage control signal generator 8 is opened at the ground line and is disabled. Hence, the output signal of the comparator 4 is amplified by an amplifier 9 and is applied to the part 7, then the part 7 replenishes the ton er to the developer in the developing part, whereby the toner concn. is controlled constant.
