CONSTITUTION:The toner concn. of a developer consisting of a carrier and a toner provided in a developing device 1 is detected with a toner concn. detector 6, and the detected toner concn. is converted to voltage in a toner concn. voltage conversion circuit 9. The converted voltage output is stored in a storage circuit 10. This stored voltage is used as reference voltage in a reference voltage control circuit 11. The output voltage of the circuit 9 and the reference voltage set in a control circuit 11 are compared in a comparator 12, which outputs the output corresponding to the difference therebetween to a toner supply device 13. Thereby, the reference voltage conforming to the freshly charged developer is set automatically.
