Polytetrafluoroethylene is known as the resin lowest in friction, but it is difficult to disperse it into a solvent or a resin because it is very low in surface tension. Nevertheless, polytetrafluoroethylene difficultly dispersible in water is easily emulsified by mixing this polytetrafluoroethylene powder with a resin dispersed as emulsified fine particles. Therefore, it is not necessary to use a special surfactant for its dispersion, thus permitting electrical characteristics not to be lowered.
