CONSTITUTION:A liquid flows into a flow-rate measuring mechanism (a) through a fluid inflow pipe 12 and it flows into through an inflow port 5 of the flow-rate metering mechanism (a) causing a pair of rotors 2, 2 to rotate, reaches an outflow port 6 and it is discharged from a fluid outflow pipe 13. When the amount of liquid to be supplied is considerably increased, a sliding valve unit 10 of a by-pass safety mechanism 7 moves inside a cylinder unit 8a against the pressing force of a coil spring 9. By this, the liquid flows from the inflow port 5 to the outflow port 6 through a by-pass port 8 and a grooved port 11.
