PURPOSE:To reduce a loss of an optical signal and to distribute it efficiently, by providing a curved optical wave directing path having an optical wave directing layer whose thickness is almost same as the diameter of a core of an input/output optical fiber. CONSTITUTION:On the inside surface of a dielectric substrate 12 which consists of quartz, etc. and has been curved in a circular arc shape, an optical wave directing path 13 whose refractive index is higher than that of the substrate 12, and a dielectric layer 14 whose refractive index is lowe than that of the optical wave directing path 13 are formed in order. When manufacturing a curved optical wave direting path 11, for instance, an optical wave directing layer 13 is formed on the inside wall of a quartz glass tube 12 having a large diameter, by means of an internal chemical vapor phase accumulation, and the dielectric layer 14 whose refractive index is same as that of the quartz glass tube 12 is formed on said layer 13, which is cut into a semi-cylindrical shape. After the cut output fibers are made to adhere and are fixed onto the exposed surface of the optical wave directing layer 13. In this way, a loss of an optical signal is reduced and the signal is distributed efficiently.
