PURPOSE:To improve the property of the sensing element against environment by protecting the sensing part by a filter constituted by phenol series active carbon fiber whose raw material is hardened novolak fiber. Then the hardened novolak fiber obtained in this way is transformed into the carbon fiber, activated at 700-800 deg.C in the atmosphere of the mixed gas comprising water vapor and nitrogen, and the phenol series active carbon fiber is obtained. Then, the sensing element is constituted by forming a dielectric positive electrode oxide film 12, a manganese dioxide film 13, a colloidal carbon layer 14, and copper-plasma flame coated layer 15 on the surface of a tantalum wire 11.
