CONSTITUTION:A layer of a low surface energy material such as ''Teflon '' is formed over a photosesitive drum surface 1 to prevent a solvent of a developer 8 from sticking to the photosensitive drum surface 1, and only toner dispersed in the developer 8 is attracted by the electrostatic force of a latent image to stick thereon. Toner left after a toner image is transferred by a transferring device 14 is removed from the photosensitive drum surface 1 by the developer 8 supplied by a developing and a cleaning roller 9.
