CONSTITUTION:A porous sheet 1 is used as a plate-manufacturing material, and insulating powder ink 4, whose main component is thermoplastic resin, is uniformly adhered to the one side of the porous sheet 1. After an electric field is applied from the insulating powder ink (4) side to remove the insulating powder ink 4 from the surface of the porous sheet 1 according to a picture information, the insulating powder ink 4 is fusion-welded to the porous sheet 1 by heating to obtain a stencil printing plate. It is preferable that the porous sheet 1 sticked to a sheetform material 2 is used as a plate-making material.
