Further, part of the NRZ signal is extracted and delayed by an n-bit delay circuit 9, whose output is decoded by the 2nd delta-M digital signal decoding cirucit 8'' and inputted to an adder 10. A distortion component for the original signal has noise-like distribution in a transmission band, so it is added noncorrelatively bt delay. As a result, signal electric power increases. An increase in signal electric power is greater than that in distortion electric power, so a distortion factor is improved.
