CONSTITUTION:A comparison heat plate 2 is capable of moving slantingly to a body 1 to be measured, and through an opening hole 2a made in the comparison heat plate 2, a radiation detector 3 detects activation energy from the body 1 to be measured. Further, the comparison heat plate 2 varies in distance l from the body 1. The position signal and temperature signal Tc of the comparison heat plate 2 and the output signal e(l) of the radiation detector 3 are inputted to an arithmetic part 5 to perform control over the movement, etc., of the comparison heat plate 2 and arithmetic processing for the measurement of the temperature T of the body 1, so that output signals T (temperature) and epsilon (emissivity) appear at an output terminal 6.
