PURPOSE:To convey a magnetic toner stablity without disturbance of latent images by providing a permanent magnetic roll by deviating its axial center from the axial center of a nonmagnetic sleeve. CONSTITUTION:A permanent magnet roll 3 is fixed with the deviation of the axial center O2 of the roll 3 from the axial center O1 of the sleeve 2 so that it spaces from a nonmagnetic sleeve 2 near the developing part. If the sleeve 2 is rotated in an arrow B direction, the spacings between the conveying magnetic poles S1, N2, S2, N3, S3, N4, S4 of the magnetic roll 3 and the sleeve 2 are smaller than the spacings between a developing magnetic pole N1 and the sleeve 2; therefore the force of attracting the magnetic toner 6 on the sleeve is relatively strong, and the toner 6 is conveyed stably on the sleeve 2. In the developing part, the spacing between the pole N1 and the sleeve 2 is relatively wide and the magnetic force is weak; therefore, the magnetic latent images are developed without disturbance.
