PURPOSE:To reduce the amount of transmitted data on a manuscript by transmitting dot patterns by adding a character code to a handwritten character which cound be recognized, or a control code to a handwritten character which could not be recognized. CONSTITUTION:In a facsimile transmitter 20, an input part 10 scans an input original to output dot patterns of characters on the original. A character recognition part 12 recognizes the characters by the inputted dot patterns; and the characters which have been recognized are coded by a character code conversion part 14, and control codes are added to the dot patterns of the characters which could not be recognized. A transmission part 18 transmits the dot patterns, having the character codes from the character code coversion part 14 and the control codes from a control code generation part 16, as transmitted blocks to a transmission line L.
