PURPOSE:To make the voltage to be supplied to the primary side of a transformer to be invariable by a method wherein a phase control element is provided to control an input current. CONSTITUTION:Low frequency AC electric power sent from a commercial electric power source 1 is controlled by a TRIAC 3, a DC constant voltage is taken out from a rectifier 2, is converted into a high frequency AC voltage and is applied to the primary side coil of the transformer 5 by a transistor 6, and a high frequency AC voltage being stepped down to the prescribed voltage is obtained from the secondary coil. It is rectified by a rectifier 8, and is smoothed in a smoothing circuit 9 to obtain a DC voltage between output ends 10. In the meanwhile, the fluctuation of load is fed back to a switch mode controller 11, and the output thereof controls the base voltage of the transistor 6 to control electric power flowing into the transistor 5. As a result, because electric power acting on the transformer can be regulated automatically to a constant value, a fixed voltage can be supplied to the primary side of the transformer regardless of the input voltage value.
