CONSTITUTION:An electrode plate 2 is made to tightly adhere to a part of the circumference of an insulator of an insulated wire 1. This electrode plate 2 is coupled with the primary electrode of a voltage divider 3, the secondary electrode and the tertiary electrode of the voltage divider 3 are connected to a sensor 4 of a photoelectric converting element 6, and a variation of voltage is fetched as a variation of the quantity of light. Said voltage divider 3 is formed by the primary electrode for high voltage 31, the secondary electrode for ground 32 and the tertiary electrode for voltage division 33, and these electrodes 31- 33 are plate-like electrodes and are placed in parallel with each other. Also, to the secondary electrode 32, a hollow pipe is connected, a metallic rod insulated from the hollow pipe is made to pass through this hollow pipe, and this rod is connected to the tertiary electrode 33.
