Here, manganese dioxide used in preparing the positive active material 2 is given concentrating high energy by subjecting it to micro- wave discharging plasma treatment so as to make the water contained in it and including binding water to be removed before it is converted into inactive crystalline form. For instance, 94 parts of such a manganese dioxide is sufficiently mixed with 5 parts graphite and 1 part polytetrafluorocarbon, and the mixture is subjected to formation work so as to obtain the positive active material 2.
