Since no trigger is given during a period T1 by the timer 1, the output changes 1-0 after a reference time Tref. Thus, the timer output is 0 at the next input pulse Tn, 0 is stored in an FF3 to inform T1>Tref. If the period of input pulse train is shorter than the reference period, since the timer 1 is retriggered at a shorter period than the period Tref, the timer output remains logical 1. Thus, 1 is stored in the FF3 to inform that the input pulse period is shorter than the reference period Tref.
