CONSTITUTION:Dispersion liquid of a perfluoro compound of perfluorotri-n- butyl amine, perfluorotripropyl amine, perfluorodecalin, perfluoromethyl decalin, etc., with large oxygen dissolving power, is contained in an electrolyte. For instance, in the electrolyte of aqueous solution of 30wt% potassium hydroxide, 10vol% perfluorodecalin for the electrolyte is dispersed and contained by using a fluorine system surface active agent.
