CONSTITUTION:The steel of the composition contg. 0.02-0.08% C, 0.1-1.0% Si, 1.5-2.0% Mn, 0.2-0.6% Cr, 0.1-02% Ti, <=0.05% acid soluble Al, <=0.01% S, and <=0.01% N, further, contg., if necessary, 0.005-0.01% one of Ca or rare earth elements or total of two kinds, and comprising Fe and impurities for the remainder, is used. The steel is heated to >=1,200 deg.C, is hot-rolled at finishing temperatures above 880 deg.C, and is hot rolled at 450-600 deg.C.
