Then, the 1st memory 5 is stored previously with a code of eight low-order bits of each MH code equivalent to the number of fun length that address signals A5-A0 express, and the 2nd memory 6 with a binary code expressing the code length (number of bits) of each MH code. Memories 5 and 6 are so constituted that a white or black MH code when address signal A6 shows ''0'' or ''1'' respectively will be read out and a make-up code when address signal A7 shows ''0'' will be read out. Therefore, a coding memory can use that of small bit memory capacity.
