PURPOSE:To facilitate the formation of a porous base material and enhance the yield of glass starting materials by exciting glass starting material gases with a plasma flame when the gases are subjected to glass synthesizing reaction in flames to generate glass soot. CONSTITUTION:Glass starting material gases are fed to oxyhydrogen burners 1, 2 with oxygen contributing to glass synthesizing reaction as carrier gas, and the gases are subjected to glass synthesizing reaction in flames 3, 4 to generate glass soot. At this time, plasma torches 23, 24 are arranged facing flames 3, 4, and high frequency power of predetermined output is applied to RF coils 25, 26 to form plasma flames 21, 22 toward flames 3, 4. Thus, the cotinuous deposition of glass soot sprayed on starting member 5 as porous base material 6 is facilitated. Material 6 is fed upward in synchronism with its growth, and it is freed of bubbles and made transparent with ring heater 7 to form optical fiber base material 8.
